The Red Deer Regional Hospital Centre (RDRHC) Redevelopment and Expansion, with a budget of $1.8 billion, is a fast-paced Major Capital Project (MCP) involving the concurrent design and construction of a new tower within the existing hospital site, alongside the development of a new P3 Ambulatory Care Building (ACB) situated near the hospital. Upon completion of the new tower, extensive renovations will occur to the existing hospital. The overall project, which exceeds the complexity and scale of a typical healthcare MCP, is expected to be completed over the next 8 - 10 years. The project’s primary goal is to enhance and increase healthcare services for the citizens of central Alberta. The Clinical Planner, reporting directly to the Clinical Program Lead, plays a key role within the RDRHC Redevelopment Project Management Office (PMO) team, with strong ties with RDRHC operations and internal and external stakeholders leading and supporting this project. This position is directly involved in the facility and operational planning for AHS throughout the life cycle of the project. With engagement and input from other front-line leaders, executive leaders and non-AHS stakeholders, the Clinical Planner will be expected to synthesize their knowledge, expertise and best practice literature to support the successful execution of the project.

The Clinical Planner is responsible and accountable for providing the direction and organization over the planning activities for specified areas within the project to support the vision, and mission of the project and RDRHC clinical operations. Project skills and experience with working in complex clinical environments will enable the application of both a strategic and operational lens to the planning work. The position leads various working group activities with clinical teams and senior leaders to define the project needs and priorities. Collaboration with key project leadership and liaising with community stakeholders is essential to develop detailed design and operational plans, and standards for the areas to which this position has been assigned. The Clinical Planner requires a comprehensive understanding of AHS structure, creating a bridge between AHS operational planning and facility planning and development. The position works with site operations to identify and manage impacts to zone/RDRHC programs and services with the redevelopment. The position works closely with the clinical teams in all stages of the project, including but not limited to functional programming, design, construction, operational planning and readiness, commissioning, occupancy, and post evaluation. The Clinical Planner is expected to work both independently and in collaboration with other members of the project team to support the goals of the project. The Clinical Planner will need to build strong partnerships with internal and external stakeholders, including staff, physicians, volunteers, students, patients, families, visitors, and executive leadership within AHS. This position will also liaise with Patient and Family advisors, senior clinical leaders, and other members of the RDRHC operational teams.

10 years’ experience working in a complex health care environment, with greater than 3 years in a leadership role. Experience in design and operational planning with health care programs and services. Master’s degree in a Health Care Discipline, Health Care Planning, Project Management, Administration, Operational Management, or any other Health Professional field. Licensed healthcare professional.

Experience with new or renovated healthcare facilities. Experience working in large complex matrix organizations with multi-location teams and/or multi-vendor teams. Strong facilitation, communication and /or coordination experience in project planning, execution, reporting, monitoring and evaluation. Ability to manage change and create innovative solutions on complex issues. Ability to deliver work under pressure to a specified schedule. Excellent analytical and decision-making skills. Proven experience in the identification, management, and mitigation of project risks. Strong communication skills at all organizational levels. Strong engagement skills and an ability to bring teams to consensus on the implementation of best practices and embracing the vision of the project. Strong group facilitation, presentation, and engagement skills. Ability to create positive work environments in complex setting. Demonstrated ability to work independently and as part of a multidisciplinary team.

Proficiency of Microsoft Office, including Outlook, MS Teams, Word, Excel, PowerPoint, and Adobe Pro is expected. Experience and certification in quality improvement, change management, business case development, and operational planning and budgeting will be an asset to this position.
