Description
We are recruiting a dynamic Manager for our EMS Fleet Maintenance and Support Teams to provide leadership and ensure an effective, efficient and legislative-compliant fleet maintenance program. As the Manager, you will have the opportunity to establish a provincial fleet inspection and preventative maintenance program that is in alignment with legislated requirements and industry best practices. In this role, you will be responsible for overseeing the inspection, maintenance, and repair of approximately 650 ambulances and support vehicles province wide. The Manager is also responsible to lead the Edmonton Zone Fleet & Equipment Support teams. This position reports to the Director of EMS Fleet and will be based in Edmonton. As the Manager, you will leverage your leadership and interpersonal skills to oversee the fleet maintenance program across all five provincial zones, in addition to managing the Vehicle Equipment Supply Service Technicians (VESST) team and the Ambulance Readiness Attendant (ARA) program in Edmonton. While you will hold overall responsibility for the ARA program, two NUEE Supervisors will directly manage both the VESST and ARA teams and their respective programs, providing essential support. This role will involve supervising a team of 6 staff members, including 2 Supervisors in Edmonton, 3 Leads in the North, Central, and South Zones, and 1 Fleet Analyst, along with managing 73 indirect reports. Other responsibilities include Human Resource management activities including recruitment, employee development, investigations, staff schedules and vacation. Financial accountability is also a key responsibility to manage the fleet maintenance budget and provide approval of vendor vehicle work order invoices. This leadership position is accountable for providing strategic leadership and support/guidance pertaining to the activities of direct reports across the Fleet Maintenance portfolio and Edmonton Zone fleet and support teams. Additional responsibilities include Operational Leadership, Human Resource Management, and Financial and Risk Management. The Manager develops and implements strategies to meet unit availability targets for operational deployments while ensuring preventative maintenance program compliance. This position provides subject matter expertise in the development and review of competitive sourcing documents for the acquisition of out-sourced fleet maintenance and repair, or related products and services. Additional key responsibilities include: Anticipate business opportunities, influence policy, planning and initiatives, and foster a culture of accountability and continuous improvement through performance measurement Develop goals and priorities, fleet metrics, set standards, measure results and ensure overall performance of the fleet maintenance program. Provide oversight in the development and implementation of a provincial fleet maintenance forecasting and scheduling system. Utilizing established Fleet Management Information Systems (Holman/GEOTAB) as the main source for all fleet maintenance records and reporting. Managing the fleet maintenance budget and ensuring correct utilization of financial coding and approval of vendor vehicle work order invoices.
Completion of relevant post-secondary education in healthcare administration, business, leadership, and/or Automotive or Heavy Duty Technician journeyperson trade certificate. Minimum five (5) years of fleet maintenance supervisory experience or three (3) years of EMS-specific fleet and equipment maintenance experience, or five (5) years of EMS leadership/supervisory experience, with a demonstrated understanding of motor vehicle systems and maintenance practices. Demonstrated experience with fleet management software (Holman Insights, Geotab, etc.).
In-depth knowledge and relevant experience in the automobile service industry or fleet management profession. Experience in managing human, financial and material resources. Demonstrated ability to manage change and create innovative solutions for complex and diverse issues. Ability to foster a climate of cooperation amongst groups and build strong relationships with various stakeholders. Working knowledge of, and compliance with, federal and provincial legislation, acts and regulations including, but not limited to, Transport Canada, Canadian Motor Vehicle Safety Standards and Alberta Highway Traffic Act/Regulations, Ground Ambulance Regulation, Alberta Ambulance Standards Code. Alberta Class 5 driver’s license with no more than 6 demerits.
Certification (or currently enrolled) in fleet management certification program such as NAFA Certified Automotive Fleet Manager (CAFM), Certified Automotive Fleet Supervisor (CAFS), or Certified Public Fleet Professional (CPFP). Completion of an accredited EMS program or equivalent paramedicine-related program.
