Job Summary

The Finance and Corporate Services Division provides a suite of strategic business services enabling ministry staff to support the well-being of children, youth and families in BC. The division works across the ministry to ensure compliance with corporate financial policy and legislation and assists clients in achieving their business and financial objectives. Working closely with ministry Executive and divisional leads, the Financial Services Branch offers a complete range of financial and management services to support the ministry’s strategic direction and lead the ministry’s system of financial administration.

Working within the Financial Services Branch, the Manager, Budgeting and Financial Management manages the ministry’s annual budget and leads the preparation of analyses and reporting of actual financial performance for Ministry Executive, Program Managers and Central Agencies. Working closely with divisional leads and program contacts, the Manager undertakes and/or oversees a variety of corporate initiatives relating to financial planning and management, and financial analysis and decision support within the various areas of the ministry.

JOB REQUIREMENTS

  • Professional accounting designation (Chartered Professional Accountant), plus three (3) years *related experience; OR,
  • Bachelor’s degree in economics, Commerce, Business or Public Administration, or related field, plus three (3) years *related experience.
  • Completion of Level 3 of the Financial Management Certificate program, plus five (5) years *related experience.
  • Minimum 6 months experience supervising staff.
  • An equivalent combination of education, experience and training may be considered.

*Related experience can be achieved through a combination of any three (3) of the following:

  • Budget development, financial planning and analysis, budget monitoring, and leading the preparation of reports for organizational leaders.
  • Building and maintaining strategic relationships with internal and external partners.
  • Analysis of complex financial and business issues and preparing high-level briefings, documents, and presentations to support budget development and evaluation.
  • Analysis of financial data for variances and trends and recommendations of remedial action.
  • Experience preparing forecast and financial reports for Executive, Organizational Leaders, or External Stakeholders, as required.

Preference may be given to applicants with one or more the following:

  • Professional accounting designation.
  • Bachelor’s degree in economics, Commerce, Business or Public Administration, or related field.

  • Occasional travel may be required within the Province of BC.

Flexible work options are available; this position may be able to work up to four (4) days at home per week subject to an approved telework agreement.
