Job Summary

Natural Resource Information & Digital Services (NRIDS) is the information management/information technology (IM/IT) service provider and organizational partner to the Natural Resource Ministries (NRM). As the centralized authority for all information, geospatial data, and technology across the NRM, NRIDS is leading the transformation and modernization of business practices through new and innovative technology solutions, continuous improvement projects and operational IM/IT solutions.

NRIDS provides broad information management services and leadership in data custodianship by way of the creation, maintenance and publication of foundational datasets and geospatial information. NRIDS is also responsible for the full range of services to maintain and support all existing IT systems for the NRM as well as the development of new applications to deliver on government objectives. NRIDS is committed to client engagement and understanding the business needs of the NRM to identify where expert knowledge, technology and data/information solutions will help the sector deliver their programs and services more effectively.

The Development and Digital Services work unit provides software development services for NRM sector within an Agile framework that strives to promote frequent inspection and adaptation, a leadership philosophy that encourages teamwork, self-organization and accountability, a set of engineering best practices intended to allow for the rapid delivery of high-quality software, and a business approach that aligns development with customer needs and organizational goals.

The Chapter Lead, Full Stack Development, leads the branch’s Full Stack Developer Guild, working closely with other branch Chapter Leads and Guilds in support of the successful design, delivery and ongoing management of digital products that make up sector’s the high-quality services. The Chapter Lead also supervises IT professionals, brings knowledge and expertise on Full Stack Development, and enhances this capability on their team and within the Ministry.

Job Requirements:

Education:

  • Degree or Diploma in Information Management/Information Technology (IM/IT), Computer Science, Computer Engineering, or in a related field plus three (3) years of experience in IM/IT; OR
  • Certificate in related field plus five (5) years of experience in IM/IT; OR
  • An equivalent combination of education and experience may be considered.

Experience:

  • Three (3) years of experience providing leadership and direction to full stack development or DevOps operations team members within an organization of similar size and complexity.
  • Two (2) years of experience supervising IM/IT professionals.
  • Two (2) years of experience leading the continual improvement of software development operations within an Agile framework.
  • Experience leading initiatives to enhance the skills and capacity of a full stack development or DevOps team.
  • Experience leading the creation, improvement, and management of a wide variety of digital products and services.
  • Experience managing relationships with a wide network of clients and internal/external partners.

Preference may be given to applicants with 1 or more of the following:

  • Relevant training or certification related to the management of DevOps in an Agile environment or Agile Leadership.
  • Experience with configurations for applications, coordinating product upgrades and enhancements.
  • Experience implementing repeatable automated processes for building applications, testing, documenting, and deploying at scale.
  • Experience in open source, cloud platforms and digital services.
  • Experience managing budgets, contracts and expenditures.
  • Experience leading change management initiatives across a large organization.
  • Experience applying Agile principles and best practices in the management of software development.
