The Ministry of Mental Health and Addictions leads the Province of British Columbia in efforts to improve mental well-being and reduce substance use-related harms for all citizens. The Ministry of Mental Health and Addictions leads the province in efforts to improve the mental well-being and reduce substance use-related harms for all British Columbians. The ministry has overall responsibility for the development of a provincial mental health and substance use system that is coherent, accessible, and culturally safe and effective for individuals and families across the lifespan.

Reporting to the Executive Director of People & Culture, the Director leads and/or delivers complex projects which may include but are not limited to strategic planning, workforce planning, program implementation and evaluation; organization reviews/scans; equity, diversity and inclusion, cultural safety and anti-racism, health and safety, talent management and change management initiatives in support of mandates, business objectives, and culture.

Job Requirements:

  • A diploma in business, public administration, organization development, industrial/organizational psychology, human resources, or related field and seven (7) years of progressively responsible human resource experience*; OR
  • An undergraduate degree in business, public administration, organization development, industrial/organizational psychology, human resources, or related field and five (5) years of progressively responsible human resource experience*; OR
  • A master’s degree in business, public administration, organization development, industrial/organizational psychology, human resources, or related field, and three (3) years of progressively responsible human resource experience. *


*Progressively responsible human resource experience should include a combination of developing, managing, and evaluating human resources and organizational development projects, programs and policies, such as:

  • Equity, diversity, inclusion and belonging,
  • Cultural safety and anti-racism,
  • Mental health, well-being and safety,
  • Performance consulting for business results,
  • Strategic workforce planning, including succession planning,
  • Organization scans and cultural audits,
  • Talent management initiatives,
  • Learning and development, including knowledge management,
  • Leadership development and coaching, and
  • Research, analysis, evaluation and measurement.


Preference may be given to applicants with:

  • A professional human resource and/or coaching designation, e.g., CPHR, CHRP, ACC, PCC, etc.
  • Three (3) or more years’ experience providing advice and expertise on complex HR matters to executive/senior management.
  • Three (3) or more years’ experience directly supervising a team of professionals which may include planning and directing their work, managing performance, resolving conflict and mentoring.
  • Two (2) or more years of experience working in a public service or government environment.
