Job Summary

Pharmaceutical care, laboratory and blood services are essential to improving the health and wellness of citizens in BC. Rising costs, increasing demands by patients for more affordable, accessible, and convenient care as well as macro trends are increasing the need for system-wide change. In response, the Pharmaceutical, Laboratory & Blood Services Division (PLBSD) within the BC Ministry of Health has expanded its mandate to play a stronger role in driving excellence in pharmaceutical care, laboratory, and blood services across the province. This mandate includes “overseeing the provisioning, management and optimal use of pharmaceuticals, laboratory and blood services, related systems, and services to improve patient outcomes in the BC Health System.”

Pharmaceutical, Laboratory & Blood Services is comprised of five branches:

(1) Clinical Services & Evaluation - provides clinical pharmacy leadership for the Division’s strategic efforts to develop, implement and manage pharmaceutical care programs/initiatives across the health sector, evaluation for evidence-based decisions, and optimization.
(2) Integrated Health Services, Planning & Systems - leads complex multidisciplinary/organizational planning, design, coordination, and implementation of the key strategic areas of focus of the Pharmaceutical Care Management Strategy (PCMS) in alignment with the Ministry’s initiatives and holds responsibility for technology systems operation and development for the division.
(3) Laboratory & Blood Services - Develops, implements, evaluates, and communicates legislation and policies that support equitable and sustainable public access to medications, medical devices and pharmacy services, and clinician access to PharmaNet.
(4) Pharmaceutical Policy, Legislation & Engagement - translates the political direction into policy, through regulatory and policy development, implementation, and engagement for the division.
(5) Therapeutics Assessment & Access - manages the array of drugs (formulary) available to BC citizens and covered by the PharmaCare Program.

Reporting to the Executive Director, the Director, Point of Care Testing will lead the collaboration of internal and external partners to support the implementation, monitoring, reporting and evaluation of the federal government’s COVID-19 rapid POCT and screening programs in workplaces, schools and other venues across the province, and for leading the negotiations with key partners to implement innovative approaches to delivering POC testing in BC.

Job Requirements:

  • Master’s Degree in public administration or health sciences or a related field and a minimum of 3 years recent related experience; OR
  • Bachelor’s Degree in public or business administration, or health sciences or a related field and a minimum of 4 years recent related experience; OR
  • Diploma in public or business administration, or a related field and a minimum of 5 years recent related experience.
  • An equivalent combination of post-secondary education and experience may be considered.

Recent and progressive related experience (within the last ten years) must include all of the following:

  • Experience at a senior level leading major projects of large scale and complexity that have multiple project delivery components.
  • Experience establishing collaborative relationships with executives and leading organizational change associated with implementation.
  • Experience leading and coaching public service teams and/or multi-disciplinary professionals and/or managers in the development and implementation of complex projects.

Preference may be given to applicants with any of the following:

  • Experience successfully leading major projects/initiatives with multiple complex external partner groups within the last 2 years.
  • Experience navigating challenging key partner interactions within the last 2 years.
  • Experience in supporting BC’s response to the COVID-19 pandemic.
  • Preference may be given to applicants who identify as Indigenous (First Nations, Métis, or Inuit)

About this Position:
Flexible work options are available; this position may be able to work up to four (4) days at home per week subject to an approved telework agreement.
