Job Summary

The Team
The Early Childhood Educator (ECE) Registry is responsible for the certification of Early Childhood Educators (ECE) and ECE Assistants, the recommended approval of training institutions offering early childhood education programs, and the investigation of practice concerns involving ECEs and ECE Assistants., this team has a positive impact on communities and families in BC. The Role
The Director oversees the ECE Registry’s provincial certification program, managing applications from various applicants and ensuring child health and safety. As a Statutory Decision-Maker, the Director is responsible for decisions as outlined in the Child Care Licensing Regulation, such as issuance or denial of certifications and investigations related to character and competence, including administrative actions like suspensions and cancellations. They also support managers and staff on complex, high-stakes cases and oversee requests for reconsideration and appeal.


Qualifications:
Education and Experience Requirements

  • Post-secondary degree in Early Childhood Education, Education, Social Work, Social Sciences, or a related field. An equivalent combination of education and experience may be considered.
  • A minimum of five years' experience in the early care and/or learning sector
  • A minimum of three years’ experience in each of the following:
    • Supervising large teams, including management and entry level staff, in a regulatory and/or client service environment
    • Interpreting and applying legislation in complex situations
    • Identifying issues, preparing and presenting high-level briefings, documents, and presentations to senior leadership
    • Managing complex and emergent client relationships and issues
    • Working in a regulatory role; monitoring compliance, conducting investigations, taking enforcement action, and reviewing technical reports

Preference may be given to candidates with experience in one or more of the following:

  • Working with administrative tribunals
  • Utilizing administrative investigative principles and administrative law principles
  • Making complex decisions as a statutory decision maker
  • Liaising with senior government officials, senior level professionals, and a wide range of partners
  • Working in the BC Public Service

Remote work is allowed. This position can work up to full time from their home in British Columbia subject to an approved telework agreement.
