Job Summary

Bring your vision, leadership, and strategic planning skills to this important role

Adoption and Permanency Branch provides information and resources to Ministry of Children and Family Development (MCFD) and Indigenous Child and Family Services Agency (ICFSA) staff with Guardianship and Adoption Delegation to ensure that best practices are followed in the delivery of adoption and permanency planning services for children and youth who are in the continuing care of MCFD and ICFSAs. As part of these responsibilities, the Branch ensures that frontline staff are familiar with provincial and federal laws and United Nations conventions that protect the rights of children and youth, to ensure children and youth are involved in decisions that affect them and that their rights are upheld.

The Branch also supports the practice of MCFD and ICFSA staff with Guardianship and Adoption Delegation who carry out adoption responsibilities and provides services to adopted persons. The Branch licenses and monitors adoption agencies through the Provincial Director of Adoption and operates several post-adoption registries.

Job Requirements:

  • Bachelor of Social Work or Bachelor of Arts in Child and Youth Care or social sciences; Master of Social Work, Master of Public Administration or Master of Education Counselling or Master of Arts, Clinical Psychology. An equivalent combination of education and experience may be considered.
  • 5 (five) or more years of recent experience as a senior practitioner with extensive experience of the Child Family and Community Service Act (CFCSA) and Adoption legislation, standards, regulations and policies/guidelines pertaining to the British Columbia child welfare and adoption systems.
  • 3 (three) or more years of recent experiences providing child welfare supervision and leadership.

Preference May Be Given to Candidates with any of the Following:

  • Relevant education (as above) at the Master’s degree level or higher.
  • Experience planning, developing, delivering and evaluating quality management programs (including quality assurance and funding tracking systems) in child welfare and adoption.
  • Experience leading and resolving complex staff and/or client issues.
  • Applicants who self-identify as Indigenous (First Nations, Métis or Inuit) with the required combination of education and experience.

Provisos /Willingness statement(s)

  • Must possess and maintain a valid Class 5 BC Driver’s License with no restriction or equivalent (i.e., from another Canadian Province).
  • May be required to work evenings or weekends.
  • Occasional travel within the province, as necessary, is a requirement; therefore, transportation arrangements must meet the operational requirements of the ministry.
  • May be required to use your own vehicle, with appropriate insurance, on an expense account basis.

NOTE:

  • All education credentials will be subject to verification and validation as per ministry process.
  • If education was obtained outside of Canada, you need to confirm it has been assessed for equivalency through the International Credential Evaluation Services (ICES). You must provide a comprehensive report and the MCFD supplemental report by the closing date of this posting to be considered; OR A candidate may be considered equivalent when they are registered and a member in good standing with the BC College of Social Workers or has a letter from the College confirming that their application for registration has been approved.

Flexible work options are available; this position may be able to work up to four (4) days at home per week subject to an approved telework agreement.
