As an overarching tenet, the Ministry of Water, Land and Resource Stewardship (WLRS) supports the Government of British Columbia in its focus on building a true and lasting vision of reconciliation. Water Management Branch of the WLRS provides leadership, operational policy support and oversight for regional and provincial level water programs, co-ordination with regional and other agencies on water issues The, specialized expertise in water licensing, and delivery of specific lines of business including flood hazard management, dam safety, river flow forecasting, drought management, emergency response, water utility regulation, and water use planning.

The Regional Flood Operations Section provides provincial leadership and technical knowledge to reduce the impacts of flooding on people, infrastructure and other values in the province.

The Senior Water and Dam Safety Specialist is responsible for providing leadership, support, and senior technical expertise on regional water issues including flood response, dike safety, compliance with Water Sustainability Act, and water planning initiatives. This position exercises the powers and authorities of a Deputy Inspector of Dikes under the Dike Maintenance Act and may exercise the powers and authorities of an Assistant Water Manager under the Water Sustainability Act.

The Senior Water and Dam Safety Specialist may contribute to provincial flood safety initiatives and policies, as well as work with complex natural resource issues involving multiple partners and First Nations.

Job Requirements:

  • A Bachelor’s Degree in natural resource management or related field (e.g., Civil Engineering, Environmental Engineering, Forestry, Geography, etc.) plus three (3) or more years’ related experience working in a natural resource discipline.
  • An equivalent combination of education and experience/training may be considered.
  • Registered, or immediately eligible for registration, as a Professional Engineer or Geoscientist with Engineers and Geoscientists BC (EGBC) (preferred) or registered, or immediately eligible for registration, with another professional BC association, such as Forest Professionals BC (FPBC) or BC institute of Agrologists (BCIA) with appropriate experience. Note: immediately eligible for registration is defined as being able to transfer a current membership from an applicable jurisdiction to the BC association within six (6) months of employment. Confirmation of registration/eligibility is required before an offer of employment can be made.
  • Must possess and maintain a valid Class 5 driver’s licence.

Related experience must include at least one of the following:

  • Interpreting and applying water/flood management legislation and regulations to support technical decision making or project management.
  • Technical water related management (e.g., hydrotechnical design, hydrological assessments, geotechnical, etc.)

Preference may be given to candidates with the following:

  • Demonstrated experience in Statutory decision making or administration of legislation with respect to water, flood management or public safety
  • Demonstrated experience in managing complex projects
  • Demonstrated experience in emergency response

Provisos & Willingness Statements:

  • Must be willing to maintain and operate a 4-wheel drive in all types of driving conditions both on and off road.
  • Must possess a high degree of tact, judgment, and initiative in the performance of duties.
  • Must be eligible or willing to train to obtain designation as Assistant Water Manager under Water Sustainability Act.
  • Must have knowledge of outdoor survival requirements (first aid, animal encounter strategies).
  • Must be physically able to lift small equipment and be able to traverse rough terrain.
  • Must be available 24/7 during response to emergencies and disasters and willing to perform a variety of duties within the scope of the position’s regular responsibilities and sometimes under stressful circumstances and in hostile climatic environments.
  • Willing to travel throughout the Kootenay Boundary Region and conduct field work which may include travel to remote areas by vehicle, boat, air or foot, overnight or extended stay in rough camp conditions and outdoor work in all weather conditions.
  • Must meet the transportation arrangements required by the ministry i.e. travel in small aircraft, helicopter, on natural resource roads, etc.
  • Successful completion of security screening requirements of the BC Public Service, which may include criminal records check, and/or Criminal Records Review Act (CRRA) check, and/or enhanced security screening checks as required by the ministry (Note: It is important that you read the job posting carefully to understand the specific security screening requirements pertaining to the position).
