The Ministry of Energy, Mines and Low Carbon Innovation’s Electricity Policy Branch is responsible for development of electricity and public utilities energy policies, legislation and regulation for the province, and oversight of BC Hydro, a Crown Corporation with revenue requirements of over $5 billion per year. The work of the Branch contributes significantly to government’s strategic priorities around affordability, climate action, and the economic well-being of the Province. The Electricity Policy Branch is a 2024 recipient of Top Work Unit Award, for creating engaging work and a positive team environment.

To be successful in this role, you are a highly skilled communicator with exceptional analytical abilities, capable of assessing complex regulatory issues, and evaluating policies and legislation to provide insightful recommendations. You thrive when balancing multiple files and working in fast paced, dynamic environments with consistent exposure to high-profile projects and executive decision makers. With a high degree of autonomy, you take projects from inception to completion, including forming and leading multi-disciplinary teams on policy projects, collaborating with cross-government representatives, external stakeholders and/or Indigenous organizations, personally presenting the results to Ministry executive, and developing drafting instructions to implement approved legislative and regulatory initiatives.

Job Requirements:

  • Minimum Undergraduate Degree, preferably in economics, commerce, or public administration, public policy or law and three (3) years of recent, related experience within the last seven (7) years; OR,
  • A combination of post-secondary education and training and five (5) years of recent, related experience within the last seven (7) years may be considered.


Recent (within the last seven (7) years) related experience must include:

  • Experience providing leadership and expertise in the development of evidence-based policy in a government, public sector, or similar highly regulatory environment.
  • Experience researching, analyzing and evaluating complex regulatory, technical, program-related or broad cross sector issues and information (to assess the impact on policy or legislation.
  • Experience managing relationships with government and industry representatives and participating in the development and delivery of external engagement and consultation sessions.
  • Experience producing complex and high-level written documentation including policy, ministerial and executive level correspondence, etc.


Preference may be given to those with:

  • Experience in public utility regulation, energy policy, and/or natural resource management frameworks.

About this Position:
There is currently one (1) permanent, full time position available.
This position can be based in any office of the Ministry of Energy, Mines and Low Carbon Innovation. The locations listed above are to assist applicants in searching for this opportunity and are not a complete list of locations.
Depending on the successful candidate’s location, a bi-weekly isolation allowance may apply.

Flexible work options are available; this position may be able to work up to two (2) days at home per week subject to an approved Telework Agreement.
