Job Summary

Apply your sound judgement, decision-making and analytical skills in a key leadership role.

The Funding and Financial Accountability Branch has overarching oversight for the allocation and management of approximately $8 billion of operating and special purpose funding to BC’s 60 boards of education and more than 300 independent school authorities. Stakeholder engagement and issues management play a significant role in the work of the branch.

Main operational areas:

The Senior Policy Analyst position resides in the Strategic Policy and Planning Unit. The Unit:

  • develops and implements policy for aspects of school district funding and financial governance, and
  • works across the division, ministry and education sector to build internal and external relationships to influence, learn and obtain advice from others.

Members of the Unit work closely with two other work units within the branch:

  • Funding and Allocation - funding allocations, modelling and financial data analysis, and
  • School District Reporting - school district budgeting, reporting requirements and financial management.

The position is responsible for:

Coordinating and leading the research, analysis, development, implementation and evaluation of strategic policies and projects, programs, regulation, and legislation. This includes defining project goals and objectives, scope deliverables, communication plans and performance measures related to BC K-12 school district funding and financial governance.

This position leads engagement, consultation, and co-development on the above areas with interested parties including representatives of school districts and external partners, including rights-holders.

Job Requirements:

Education and Experience:

  • Degree in public administration, public policy, business administration, law, economics, social sciences or related field.
  • A combination of education and experience may be considered.
  • 2 years experience in the development/writing, implementation, evaluation, and maintenance of policy.
  • 2 years experience researching policy issues and conducting policy analysis, including analyzing and interpreting data.
  • 2 years experience in planning and coordinating complex projects/assignments.
  • 2 years experience leading teams comprised of diverse partners and rightsholders.
  • 2 years experience in concisely and persuasively writing a range of documents/content, including briefing materials, reports, presentations, and partner communications.

Preference may be given to candidate with experience in one (1) or more of the following:

  • Experience in the development of regulation and/or legislation.
