Salary Range: $85,813.09 to $97,879.25 (salary includes 3.3% temporary market adjustment)

We are seeking a Privacy Analyst to join our team in VICTORIA, British Columbia, Canada.
As a Privacy Analyst, you will be a part of a high-functioning team of privacy specialists. You will use your privacy knowledge and expertise to provide trusted advice to staff at all levels of the organization. You will work closely and collaboratively to ensure and assess compliance with privacy legislation and best practices for protecting the Corporation’s privacy, which are deployed across the organization.
This role requires a detail-oriented and client-focused individual with strong analytical and problem-solving skills to conduct privacy assessments, investigate privacy incidents and breaches and contribute to multiple project teams.

Hybrid Work Model
This position is located in our Victoria, BC office. You will have the opportunity to work part of the time on-campus and part of the time off-campus. Guidelines and requirements for in-office presence are determined by operational need and vary according to the unique needs of each business area.
About the Team
The Legal Services and Privacy Branch provides strategic legal and privacy leadership for the Corporation. The branch protects the Corporation's legal interests by providing legal advice and support to the Corporation to enable informed decisions considering business needs, strategic priorities, and risk and is responsible for the corporation's privacy program which includes enterprise-wide privacy activities, policies, procedures, and training to ensure privacy compliance. The branch also provides corporate secretary services to the Board of Directors.
Responsibilities
- Leads the privacy risk assessment process, often on complex or high-profile corporate programs and collaborates with business owners, project managers, and technical experts on a variety of systems, processes, and information sharing agreements; identifies and scores privacy risks and provides recommendations to mitigate risks.
- Analyzes and identifies legal, corporate policy and privacy issues associated with program objectives, assesses competing and/or conflicting priorities, identifies risks and issues, alignment with the corporate strategy, and recommends strategic alternatives or significant changes to program operations or service delivery to ensure both compliance with legislation and a privacy-enhanced approach.
- Provides advice to business areas on how PIAs can be better integrated with existing project and risk management tools, and to help make PIAs a more practical and effective tool. Emphasizes the benefits in terms of public trust and confidence, and in terms of the improvement of internal privacy risk-management procedures and organizational structures.
- Participates in the development, implementation, and continuous improvement of the Corporation's enterprise-wide privacy program, including policies, procedures, services, and processes; supports the privacy officer for the organization as required.
- Participates in the evolution and delivery of strategic enterprise privacy management and protection for all personal information held by the Corporation, including pension plan members and corporation staff.
- Contributes to the design of privacy features and mitigations for information systems, including recommendations for new and existing systems.
- Monitors organizational privacy compliance, assesses current state and provides recommendations to address gaps and enhance the privacy program.
- Conducts investigations and monitoring related to privacy compliance at the corporate level. Provides advice and guidance, including the identification of internal and external impacts and linkages in consultation with stakeholders across the organization.
- Leads the development of Information Sharing Agreements (ISA’s) to further enhance and formalize protections for corporate information assets. Monitors, tracks and reports on compliance with the ISA’s; identifies gaps and recommends mitigations.
- Leads delivery of multiple projects including facilitating meetings, defining objectives, priorities, timeline and resource requirements.
- Develops briefing notes, position papers, and presentations to clients, sponsors or business owners on detailed project proposals, and on emerging or overlapping issues to guide decision making.
- Facilitates meetings with management and staff to resolve privacy issues concerned with proposed information/systems/program changes.
- Stays current on leading edge privacy and security developments, knowledge and industry best practices to exchange information, share best practices and industry trends.
- Contributes to the development of program and corporation business plans, policies, procedures and guidelines.
- Processes FOI access requests in accordance with FOIPPA requirements, as required.
Qualifications
Must have
- University degree in Public Policy or Administration, Information Management, Law or other subject requiring research and critical analysis.
- Minimum 3 years’ recent, related experience.
- Related experience must include at least two or more of the following areas:
- Experience with privacy legislation (e.g. BC FOIPPA).
- Experience conducting privacy risk assessment from a business and technological standpoint.
- Experience interpreting and applying applicable legislation, regulation, policies and standards relating to privacy.
- Experience conducting research and/or developing and implementing policies, processes and tools related to privacy.
- An equivalent combination of related education, training and related and recent experience may be considered.
Nice to have:
- Preference may be given to applicants with one or more of the following:
- Experience with information/data governance.
- Experience developing or administering privacy programs.
- Experience implementing privacy strategies.
- Privacy related designation.
- Experience with a content management system, e.g. SharePoint, OpenText, HP Trim, M365.
- Industry recognized professional courses and certification preferred, such as:
- International Association of Privacy Professionals
- Canadian Institute of Access and Privacy.
- Master’s degree in Public Policy or Administration, Information Management, Law or other subject requiring research and critical analysis is preferred.
