Job Summary

A dynamic role for a skilled analyst with excellent research and communication skills

The Ministry of Mental Health and Addictions leads the province in efforts to improve the mental well-being and reduce substance use-related harms for all British Columbians. The ministry has overall responsibility for the development of a provincial mental health and substance use system that is coherent, accessible, and culturally safe and effective for individuals and families across the lifespan. The Treatment and Recovery Division works across ministries and the broader health and social sectors to develop and oversee initiatives and strategies to transform B.C.’s substance use treatment and recovery system.

With a focus on the adult bed-based substance use treatment and recovery sector, the Senior Legislative Analyst plays an integral role in advancing large scale change initiatives to ensure that services are safe, high-quality, and evidence-informed. Reporting to the Director, Treatment and Recovery Policy and Legislation, the Senior Legislative Analyst will be responsible for leading the research, development and processing of legislation and policy through the required stages and coordinating the implementation of new legislation.

Job Requirements:

  • Degree in public administration, business administration, law, economics, social sciences or a related field and 3 years of related experience*; OR
  • A diploma in public administration, business administration, law economics, social sciences or a related field and 5 years of related experience*; OR
  • An equivalent combination of education and experience may be considered.


*Related experience must include:

  • Developing legislation, regulation and policy.
  • Planning and coordinating complex projects/assignments related to adult mental health, adult substance use, health care, health promotion, public health and/or other social service policies, programs or initiatives targeted to adults.
  • Preparing and providing advice and recommendations on legislation.
  • Concisely and persuasively writing a range of documents/content.


Preference may be given to applicants with:

  • Experience working with Indigenous organizations and communities.
  • Lived or living experience of, or experience working with populations with, complex health and social challenges.
  • Applicants who self-identify as Indigenous (First Nations, Métis or Inuit) with the required combination of education and experience.
