Job Summary

The Ministry of Attorney General (AG) and Ministry of Public Safety and Solicitor General (PSSG) comprise the justice and public safety sector (sector) within the Government of British Columbia. The two ministries provide leadership in transforming the justice system.

Justice Services Branch (JSB) works to support British Columbia’s commitment to a justice and public safety sector founded on the rule of law, encompassing administrative, civil, criminal, family and Indigenous justice, and human rights. JSB’s mandate is to make the justice system more accessible to British Columbians through policy and programs, procedural and substantive law reform. Historically, administrative tribunals and independent offices in BC have acted autonomously in operations as well as mandate and therefore can move out of sync with government’s direction and transformation.

The role of the Tribunal & Agency Support Division (TASD) is as follows:

  • Has responsibility for most of the legislation and business linkages to the Independent Offices of the Legislative Assembly. In addition to the 20 tribunals, JSB provides liaison and support for other independent offices, Public Guardian & Trustee and Crown agencies.
  • Facilitates reform of the administrative justice sector in BC to decrease costs, reduce delays, and improve access and accountability.
  • Leads, supports and/or connects to internal government resources for Order in Council appointments, integration of technology platforms and applications, budget and financial management reporting, performance accountability mechanisms and supports, alignment of human resource management and labour relations practices, compensation, issues management, legislation (in collaboration with the Policy and Legislation Team) and the design of new business areas, as appropriate and applicable.

To help achieve government’s strategic goals, the TASD guides and supports the culture, vision and strategies required for successful tribunal and independent office sectors, while respecting their independence.

Reporting to the Senior Director, Tribunal Transformation the position provides expert advice and guidance to the TASD team and leads research, analysis, development and implementation of strategic policies and legislation to support transformational projects and the tribunal sector. The position provides a central focus for the project team on policy matters with cross-sector and/or cross ministry implications. To ensure projects meet government’s objective for a more efficient, accessible and cost-effective justice administration sector, the position also creates, develops and recommends methodologies to measure and evaluate performance outcomes.

To coordinate and lead the research, analysis, development and implementation of strategic policies and legislation for significant ministry priorities.

The Senior Policy Analyst must establish and maintain links with Tribunals reporting to the Attorney General, other branches within the Ministry of Attorney General; other ministries; other justice professionals; research agencies within and outside government; authorities on a wide range of justice matters, including civil and Indigenous justice issues; and with staff in other jurisdictions for the purposes of obtaining information.

Job Requirements:

  • Master’s degree in public administration, business administration, law, economics, social sciences, natural resource management or a field related to the program area and 2 years of related experience; OR
  • Bachelor’s degree in public administration, business administration, law, economics, social sciences, natural resource management or a field related to the program area and 3 years of related experience; OR
  • Diploma in public administration, business administration, law, economics, social sciences, natural resource management or a field related to the program area and 4 years related experience; OR
  • Certificate or coursework in public administration, business administration, law, economics, social sciences, natural resource management or a field related to the program area and 5 years related experience; OR
  • An equivalent combination of education and experience may be considered.

Preference may be given to applicants with the following:

  • Graduate degree in a related field of study.
  • Experience managing relationships with senior management, internal and external stakeholders, and coordinating stakeholder engagement and/or outreach sessions.
  • Experience working in the justice sector that includes developing or significantly contributing to the development of policy directly associated with civil or criminal justice policy analysis, access to justice, and/or justice transformation.
  • Experience working with Indigenous organizations and/or communities.
  • Experience in legislative development and reform.
  • Experience managing public policy, legislation, or other relevant projects or leading major components of those projects.
  • Experience working in a tribunal environment.
