Salary Range
$85,813.18 - $97,879.22 annually, which includes a 3.3% Temporary Market Adjustment*, plus $37.64 bi-weekly isolation allowance for Smithers.

Job Summary

Emergency Management and Climate Readiness (EMCR) is the lead coordinating ministry in the provincial government for all emergency management activities. The Partnerships, Engagement, and Legislation (PEL) Division is responsible for the development and implementation of the Emergency and Disaster Management Act and its regulations.

The Senior Policy Analyst coordinates and leads the research, analysis, development, and implementation of strategic policies, regulations, and legislation. The position also works collaboratively with staff across EMCR and supports engagement sessions with First Nations representatives, local government officials, and other industry partners. The position plays a key role in developing drafting instructions, technical guides, public discussion papers, presentations, and Cabinet submissions.

Job Requirements:

Education & Experience

  • Master’s degree in a related field (such as business administration, public administration, public policy, political science, law, emergency management, etc.) and one (1) year of related experience in each of the areas below; OR
  • Bachelor’s degree in a related field (such as business administration, public administration, public policy, political science, law, emergency management, etc.) and three (3) years of related experience in each of the areas below; OR
  • Diploma, certificate, or coursework in a related field (such as business administration, public administration, public policy, political science, law, emergency management, etc.) and four (4) years related experience in each of the areas below; OR
  • An equivalent combination of education and experience may be considered.


Related experience (volunteer or work experience) must include all the following:

  • Experience in the development of legislation, regulation, or policy.
  • Experience in planning and coordinating complex projects/assignments.
  • Experience in concisely and persuasively writing a range of documents/content.
  • Experience building effective working relationships.


Preference (preference may be given to applicants with any of the following):

  • Experience developing drafting instructions or working with Legislative Counsel.
  • Experience developing Cabinet or Treasury Board submissions.
  • Experience working with Indigenous partners or local governments on the development of policy or legislation.

About this Position:
There are two (2) positions available.
Remote work is allowed, this position can work up to full time from their home in British Columbia subject to an approved telework agreement.
This position can be based in any of the following Ministry of Emergency Management & Climate Readiness offices: Kamloops, Nelson, Prince George, Saanichton, Smithers, Surrey, and Victoria.
This is a temporary opportunity until June 6, 2025. This temporary opportunity may be extended or become permanent.
