The Provincial System Support Program (PSSP) at the Centre for Addiction and Mental Health (CAMH) works with communities, service providers, government, and system partners, including Ontario Health's Mental Health and Addictions Centre of Excellence (CoE) to move evidence to action and create sustainable change in Ontario’s mental health and addictions system. With expertise in implementation, knowledge mobilization, evaluation, equity, lived experience engagement, and data management, PSSP is on the ground across the province, collaborating with a wide variety of health and social care partners, to build a stronger, more equitable and more accessible mental health and substance use care system.

The Provincial System Support Program (PSSP) at the Centre for Addiction and Mental Health (CAMH) is currently seeking a full-time, contract (12 months) Progam Consultant (Evaluator). The Evaluator will work as part of a provincial team that leads the advancement of organizational transformation and systems changes in policies, programs and services to drive improved health and wellness outcomes for diverse Black communities across Ontario. The Evaluator will play a key role in leading evaluation activities associated with ongoing implementation and evaluation across various initiatives within the Black Health Strategy Portfolio, including the Substance Abuse Program for African Canadian and Caribbean Youth (SAPACCY). SAPACCY is the first-ever Canadian hospital and community partnership of its kind, focused on advancing care for Black youth. This model of care provides safe, accessible, Africentric and racial trauma-informed support for Black youth and families who are impacted by mental health and/or substance use concerns, and is currently available at eight (8) locations across Ontario. This position will report to the Senior Manager.

The successful candidate will have a proven track record of evaluating health initiatives and/or community development work that centres the dismantling of anti-Black racism, anti-oppressive and anti-racist practice, collective impact, and culturally responsive care. The successful candidate will have a strong background in quantitative, qualitative and mixed methods evaluation, collective impact evaluation tools/frameworks, and a strong ability to measure and evaluate programs and services that demonstrate impact at the individual, family, organization, community and system level. You will possess strong competencies in project management and stakeholder engagement, and have a proven track record of collaboration with diverse Black communities from the onset of relationships through to implementation and evaluation phases. Excellent organizational, planning, and time management skills, and an ability to balance competing priorities to support projects with tight deadlines is required. You will also be committed to respectful, ethical and culturally responsive programming and aware of best practices related to engagement with Ontario’s diverse Black communities.
