Job Summary

The successful candidate will provide administrative and technical support as a key member of the Park Development Section.

Duties and Responsibilities

  • Under the direction of the Team Leader, Capital Planning will provide administrative and technical support as a key member of Community Services, Capital Planning Team within the Park Development Section;
  • Coordinates the asset renewal program to inform the Capital Budget process;
  • Provides testing to ensure data and reporting quality;
  • Leads the Asset Condition Assessment Process including scheduling, monitoring and validating data to update the Asset Replacement Model;
  • Researches, develops and implements initiatives associated with the Divisional IT Strategy and assist with the implementation of initiatives;
  • Promotes the LEAN program in identifying gaps in system functionality to Park, Forestry & Environment business processes;
  • Monitors and manages park facility inventory, history and data structure in Infor Public Sector 8 for Community Services, Parks, Forestry & Environment Division;
  • Performs asset inventory updates including playground equipment, pedestrian bridges, sport fields, courts, multi-use ramp facilities, trails and park furniture as required;
  • Develops new Park Asset inventory types;
  • Coordinates TCA (Tangible Capital Asset) data collection and reporting requirements;
  • Assists with the Service Request reporting process;
  • Manages Park Pedestrian Bridge condition assessment program including data collection, assessment updates, budget forecasting, adhoc inquiries and reporting.
Description

  • Process mapping and identification of business process changes required to go forward;
  • Development and update of Standard Operating Procedures for Asset management;
  • Works with Infor Public Sector Enterprise to define reporting processes and best practices, security needs, roles, filtering of current and new data;
  • Familiarity with MS Office, INFOR (IPS 8) Enterprise, ESRI Collector, and Micro-Station software programs (AutoCAD) is an asset;
  • Coordinates Park Utilization Program including data collection, maintenance, assessing new locations, installation of user counters, calibration and reporting. Provides benchmarking in asset management processes in other Departments and organizations;
  • Researches and drafts responses to public inquiries;
  • Manages the Capital Budget Request process and assists with the development of forecasting and cost estimates for the budget submission;
  • Provides updates and reporting on the section’s master project listing;
  • Performs an analysis of Project Tenders to develop an elemental costing database for use by project managers;
  • Assists with the Time Tracking monitoring and reporting processes;
  • Assists in training staff on processes and development of “how to” manuals;
  • Monitors and maintains data and spot check for use/updates - data quality assurance/control;
  • Works closely with Team Leader, Capital Planning and with staff throughout division;
  • Works cross departmentally to ensure coordination with other department processes and procedures;
  • Experience in the coordination of facility capital budgets and forecasts;
  • Experience in developing capital projects scope, budget and schedule;
  • Experience with Park Asset inventories and condition assessments;
  • Demonstrated ability to identify strategic issues and recommend long term solutions;
  • Superior leadership, project management, relationship building, and communication (verbal and written) skills is required;
  • Proven ability to facilitate groups, lead a team and to work independently;
  • Must have a valid driver’s license and access to a vehicle;
  • Experience with the management of inventories, datasets and analytical reporting is an asset;
  • Prepares and presents presentations and reports to various levels of staff;
  • Performs other duties as assigned.
Skills and Qualifications

  • Post-secondary education in Business, Finance or related field with 3 to 5 years of comparable work experience in asset management or facility planning;
  • Project Management Professional (PMP) certification by the Project Management Institute (PMI) would be an asset;
  • Institute of Asset Management certification (IAM) would be an asset;
  • Knowledge of Infor Public Sector 8 and web browsers;
  • Must have advanced skills in Excel, Word, PowerPoint and SharePoint;
  • Advanced knowledge of database management and ESRI or equivalent Mapping software;
  • Understanding of Parks and Parks operating procedures;
  • Strong commitment to client service and quality standards;
  • Ability to work with detailed material and maintain accuracy;
  • Solid interpersonal skills, writing and presentation skills are also required;
  • Valid driver’s license with access to a vehicle is required;
  • May be required to work flexible hours.

Hourly Rate/Salary: $ 76,313.00 - $ 101,753.00
Hours of Work: 35 hours
