Job Summary

The Capital Design & Construction (CDC) section is comprised of project managers and coordinators managing Capital Projects and Lifecycle Maintenance Projects.

The Capital Project and Lifecycle Maintenance Project management team consist of a number of professional engineers, architects, project managers and coordinators who oversee the City's capital and lifecycle maintenance projects. This dedicated group of professionals provide project management services and oversee the implementation and administration of capital development projects across the organization including building lifecycle projects, new buildings and renovations, site development and pathway lighting projects to address the City's most critical needs. CDC project managers are also responsible for delivering and managing projects related to grant funding and other Corporate-wide capital construction projects funded from other service area's capital budgets including Parks, Culture, Transit, Works, Recreation and Mississauga Fire & Emergency Services.

We are looking for a highly skilled and experienced Senior Manager, responsible for managing the design and execution of Capital Design and Construction (CDC) building portfolio in the Facilities Planning and Development Division, Corporate Services. The Manager, CDC provides leadership and operational oversight of the city of Mississauga’s building portfolio including all lifecycle building projects and new facilities and major renovations. The Senior Manager will oversee a team of 5 Senior Project Managers and approximately 25 Project Managers and project coordinators.

In this dynamic role, you will supervise the entire project lifecycle, ensuring timely delivery, budget adherence, and seamless collaboration across all parties involved.

Duties and Responsibilities

• Leads the development of approved capital projects.
• Ensures an effective organizational model and clarity in roles and responsibilities for the delivery of all initiatives and projects.
• Leads workforce planning and talent.
• Provides day to day leadership and performance management of CDC leadership team.
• Monitors departmental and productivity and develop measures to ensure that the department is providing the highest level of service to the City of Mississauga.
• Participates in the division’s capital planning process, including validating budgets and cashflow or work.
• Responsible for developing and managing the overall functional budget and develops proactive mitigation strategies where needed.
• Responsible for designing and executing a lifecycle capital budget program of approximately 60 - 70 million yearly, in addition to overseeing capital building projects for various divisions across the organization such as recreation, parks, transit, libraries and fire services.
• Oversees spending and service agreements related to professional services and construction.
• Provides support to Director, Facilities Planning and Development.
• Provides strategic and operational support to leaders from across the corporation on capital planning of projects.
• Both leads and participates in various city of Mississauga working groups and committees.
• Participates on external working groups and committees.
• Responsible for senior level project management on high profile complex projects.
• Oversee major contract procurements related to facility capital construction.
• Ensures performance metrics are develop tracked and reported.
• Provide functional guidance to internal and external resources, coordinating activities, setting priorities, and maintaining open communication to ensure clear roles and responsibilities.
• Adapt and ensure adherence to corporate policies and procedures while complying with mandatory regulations.
• Oversee project budgets and timelines, ensuring projects are completed on time and within financial constraints.
• Monitor work assignments to ensure that all project aspects meet service level standards and objectives.
• Liaise with government agencies to ensure smooth progression of construction activities, addressing and resolving any conflicts or issues that arise.
• Prepare and deliver presentations and reports to Council, General Committee, Leadership Team, Steering Committees, affected property owners, and the public, as required.

Skills and Qualifications

Education: Professional Engineer (P.Eng) or Licensed Architect (OAA) required.

Experience: 10 plus years of experience in managing large-scale, complex projects, ideally in a construction or engineering environment. 5 plus years in managing a minimum of 5 direct reports.

Technical Skills: Proficiency in Microsoft Office and relevant city software.

Physical Requirements: Ability to lift light materials and supplies. Regular travel to construction sites required.

Work Environment: This position involves both office work and visits to construction sites, and exposure to computer screens and keyboards is expected.

Strong leadership and interpersonal skills: Ability to navigate complex challenges and interact with multiple stakeholders.
