SUMMARY OF THE POSITION
Reporting to the Assistant Executive Director Administrative Services, the incumbent oversees the management of the organization's material resources and biomedical equipment as well as the Mirage Outfitter.
The incumbent ensures the preparation of policies pertaining to material resources & biomedical equipment and the functional management of sanitation, housekeeping, preventive maintenance programs, operation and repair of the facilities' including the Mirage Outfitter, medical equipment & non-medical equipment as well as the operation of energy, gas systems, waste management, transportation and security systems.
SPECIFIC FUNCTIONS
Strategic Responsibilities
1. Oversees the functional management of the Mirage Outfitter and of the material resources & biomedical equipment of the organization through the planning, organization, coordination, quality assurance, evaluation and policy and procedures making for:
a) Sanitation maintenance and housekeeping, including cleaning and sterilization of the premises, furniture and equipment;
b) Preventive maintenance programs;
c) Maintenance and repair of the organization's movable and immovable assets including medical and non-medical equipment;
d) Energy, gas systems, waste management, transportation systems, and security systems;
e) All assets inventory and physical space, including building leases;
f) Construction projects "maintenance of assets" and the improvement of existing facilities;
g) Ensures "project management", including coordination and follow-up for MOA, ensures such for other construction projects, renovation projects or the rental of buildings.
2. Oversees specific regional board responsibilities, including the leadership, accountability, coordination, organization, development, evaluation, and identification of resource development needs for the management of the organization's material resources & biomedical equipment, evaluation of the strategic plan in relation to material resources, and equipment, from a material resources & biomedical equipment perspective.
3. Ensures the development, implementation and maintenance of an energy management program.
4. Ensures planning and preparedness for the implementation of the organization's internal emergency plan(s) through the Material Resources protection programs regarding prevention and preparedness, in collaboration with others (i.e. building evacuation routes, signage, generators, temporary facilities).
5. Ensures the planning, policy development and functional management of all inventory and physical space, including housing (according to the plan on the use of the premises).
6. Participates in Capital Projects when needed.
CBHSSJB Assets Administration Responsibilities
7. Ensures an updated inventory of the organization's architectural and mechanical plans.
8. Ensures functional support to the Facility Responsible Managements (FRMs) for the operational level of management of facilities, operations and maintenance, medical & non-medical equipment and their supplies.
9. Ensures the implementation of a plan of corrective and compensatory measures for the immovable properties, as identified in the deficiencies inventory related to the safety and depreciation of assets.
10. Ensures the production, distribution and control of the organization's energy resources (water, steam, refrigeration, electricity, gas, etc.).
11. Ensures the enforcement of the codes and norms related to the operation of production equipment and the distribution of energy services in the organization.
12. Ensures the development, implementation and updating of a waste management plan involving the gathering, sorting at the source, labelling, internal transportation, storage, recycling and elimination of regular garbage as well as toxic waste.
13. Ensures the implementation and follow-up of management programs for infectious and toxic waste, and dangerous goods.

REQUIREMENTS
Education and Experience: * Bachelor degree in civil engineering or;* Bachelors degree in administration with a college degree in civil engineering;* Nine (9) years of experience in facilities management in a health setting, or a public organization.
Additional Experience:
- Seven (7) years of experience in construction project management;
- Demonstrated project management skills, notably the ability to successfully execute construction/renovation projects costing from $50,000 to $1,000,000;
Knowledge and Abilities:
- Very good understanding of the health and social services sector and of its administration;
- Significant experience in physical reorganization projects in a departmental setting;
- Very good organizational and planning skills, as well as expertise in time and priority management;
- Excellent aptitude for written and verbal communication;
- Mobilizing leadership.
LANGUAGE* Fluent in English;
* Fluency in Cree and/or French is an asset.
OTHER* Willing to travel frequently (up to 75% of the time).
