SUMMARY OF THE POSITION
Person who is responsible for one or more programs with a view to providing professional assistance for the development of services. She/he conducts research activities that are necessary for identifying and assessing needs and resources. She/he designs and proposes development plans and programs in order to ensure adequate service planning. She/he provides advice concerning the implementation or improvement of programs and/or services. She/he may participate in various teaching or training activities.
SPECIFIC FUNCTIONS
Under the supervision of the Director of Program Development and Support, and in collaboration with the Coordinator (I) Program Development and Support, as well as the Regional Team for Planning and Programming, the incumbent contributes to the evaluation of program and services. More specifically, to: * Carry out or lead evaluation activities for program and services improvement;* Develop evaluation plans and protocols;* In collaboration with project, program and service managers, ensure the coordination, logistics, and monitoring of the evaluation activity in accordance with evaluation protocols;* Ensure the link with various stakeholders and sources to obtain the data and information necessary for the evaluation of project, program and services;* Support evaluation teams in carrying out their mandate;* Contribute to data analysis and the writing of summary reports on evaluation results;* Contribute to sharing evaluation results with concerned stakeholders, groups, staff and the community;* Contribute to the integration of good practices for programs and services evaluation within the organization;* Elaborate action plans for the implementation and monitoring of recommendations from project, program and services evaluation; * Play an advisory role for managers and professionals for program and services evaluation;* Contribute to organize, coordinate, animate and report on meetings, planning sessions with evaluation working groups; * Collaborate to data system for services, program and project, as well as the data mining to support service offer, and decision making;* Collaborate to the onboarding of new employees;* Assume all other tasks requested by the immediate supervisor.
REQUIREMENTS
Education: * Bachelor degree in health, social science, administration, or another appropriate discipline. * Master's degree is an asset.
Experience:
- Three (3) years of relevant experience in program evaluation.
Knowledge and Abilities:
- Proven experience in health and social programs and services evaluation;
- Ability to grasp the context and health and social issues related to First Nation communities;
- Great ability to apply Eeyou/Eenou (Cree) values into programs and services evaluation;
- Good knowledge of the MSSS and Quebec Public Health programs, laws, regulations, orientations and trends;
- Knowledge of First Nations Principles of OCAP;
- Excellent critical thinking and organizational skills;
- Result-oriented, autonomous and flexible;
- Ability to multi-task and to deal with pressure and deadlines;
- Excellent communication skills for written and oral presentations;
- Comfortable with diversity in opinions and excellent facilitation skills for effective collaboration with diverse stakeholders;
- Familiarity with quantitative and qualitative methods and demonstrated experience in using data analysis tools;
- Proven abilities for participatory approach in evaluation is an asset.
LANGUAGE* Fluent in English;* Fluency in Cree or French is an asset.
OTHER* Willing to travel to the communities.
