SUMMARY OF THE POSITION
The incumbent is responsible for one or more programs or projects with the aim of providing professional assistance in service development, including advising, monitoring or supporting various stakeholders in one or more programs or projects.

They conduct the research activities necessary to identify and evaluate resources and needs. They design and propose development plans and programs to ensure adequate service planning. They provide advice on the implementation or improvement of programs and/or services. They may participate in various teaching and training activities.

SPECIFIC FUNCTIONS

Planning function* Designs and proposes plans and framework for the development of services for JBNQA clients living outside the community;* Designs and implements structured trajectories for clients to facilitate access to medical and social services outside their community;* Contributes to organizing the framework of services according to the JBNQA;* The person holding the position is responsible for the planning, development, and implementation of services offered to clients under the JBNQA program who live outside their community;* Works on all standards, rules, tools, policies, procedures, benchmarks and guidelines, based on management and government orientations applicable to the JBNQA;* In collaboration with the manager, develops the quality of services (action plans, coordination of* services related to assigned projects, rigorous monitoring of project stages, regular reports to immediate supervisor, recommendations and areas for improvement, etc.);* Implements service plans framework;* Develops and maintain collaborative ties with internal and external partners including the Band Offices, the Cree School Board, the MSSS and the Federal Government (SSANA).

Evaluation/control function* Participates in the continuous improvement of services offered, according to the standards of the CBHSSJB (risk management, identification of needs/analysis/action plan, obtaining federal accreditation, etc.).

Promotion and communication function* Promote best practices to ensure cultural safety through a culturally informed approach;* Oversee the design of communication plans and the drafting of documents for all activities under their responsibility;* Contribute to the development of clear communication channels, relevant materials and ensures that all stakeholders are well-informed about the services.

Training function* Participate in developing the general training plan and staff orientation process for the Wiichihiituwin department;* Support change management at the Wiichihiituwin Departement.

REQUIREMENTS

Education: * Bachelor's degree in a health, social work, social sciences, administration sciences or in another appropriate discipline.

Experience:

  • Five (5) years of experience in the delivery or planning of programs related to services to indigenous people at the Federal and Provincial levels.

Knowledge and abilities:

  • Good knowledge of MSSS legislation, regulations, the Ministry network and programs, and current trends;
  • Demonstrated experience in organizational strategic and tactical planning, program planning and evaluation;
  • Extensive knowledge of planning and evaluation methods;
  • Good knowledge of continuum of services, multi disciplinary teams and community based health interventions;
  • Knowledge of First Nations health/social service models, trends and issues is an asset;
  • Knowledge of Cree culture, language, and social/health issues in Eeyou Istchee is an asset;
  • Strong record in a similar type of planning, programming and evaluation environment;
  • Excellent critical thinking, synthesis, and decision making skills;
  • Ability to work in collaboration with all colleagues and decision making skills;
  • Excellent interpersonal communication, leadership and teamwork skills;
  • Excellent communication skills, both written and presentation;

  • Ability to deal with uncertainty, ambiguity, and complex situations.

LANGUAGE* Fluent in English and French;* Fluency in Cree language is an asset.
