Job Summary
Royal Columbian Hospital (RCH) in New Westminster is looking for a Chief Clinical Planner to join their dynamic and collegial-spirited senior leadership team. Reporting directly into the Executive Director of RCH, with a matrix report into the Chief Project Officer & Executive Director, Major Capital Projects, this Chief Clinical Planner works are part of a large interdisciplinary team and in partnership with the Director, Service Delivery Implementation.
The Chief Clinical Planner will lead all clinical planning efforts for RCH’s redevelopment project, ensuring alignment with the organization’s vision and strategic priorities. This role bridges clinical operations and project execution, driving the design, planning, and implementation of new health care services and facilities to meet the highest standards. With a strong emphasis on collaboration, the Chief Clinical Planner partners with multidisciplinary teams, including physicians, senior administrators, and health care professionals, to develop and integrate service delivery models, clinical standards, and operational strategies. Overseeing clinical project management, they ensure efficient design and execution of programs and services, while managing risks and keeping stakeholders informed. This dynamic role is vital in driving innovation and ensuring the success of one of Fraser Health’s major health care redevelopment initiatives.
The Royal Columbia Hospital Redevelopment Project is a $1.49 billion, multi-year project that will increase the hospital’s capacity, introduce advanced medical technologies, and improve the health care environment for patients, staff, and medical staff. When complete, the project will transform almost all aspects of the hospital and ensure that lifesaving services are available to people across the region now and in the future.
Detailed Overview
Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:
Reporting operationally to the Executive Director of the attached site, the Chief Clinical Planner works in collaboration with the Deputy Chief Project Officer in the planning, coordination and delivery of the Major Redevelopment & Expansion Project(s) (Phases 2-3). The position holds a matrixed reporting relationship to the Chief Project Officer, Major Redevelopments.
This role is accountable to lead and oversee the clinical planning, design, coordination, and implementation of services and programs that support Fraser Health and the overall care needs. Oversees the integration of clinical support service planning components such as Facilities, HIIT and Equipment; space requirements in functional programs and master plans guiding design development of new construction from clinical perspective; provides Change Management leadership through the development of change management strategy and planning; operationalizes new practices and work processes; facilitates stakeholder engagement.
Deliverables include a focus on a patient centered model of care based on best practices, and employ the principles of standardization, reducing duplication and leveraging resources. Leads and oversees the coordination of project strategic and operational planning through close collaboration with internal & external stakeholders, public and private partners, physicians, Partnership BC, clinical leadership teams, consultant teams, senior FHA leadership and community representatives. Supports the CPO in project planning and coordination of major planning streams are reflected in the redevelopment strategy, initiative and operational goals.
Responsible for staff recruitment, management and performance with corresponding budgetary accountability.
Responsibilities
- Working closely with the Chief Project Officer, Deputy Chief Project Officer, Acute Clinical Programs, Clinical Support Departments, and the Senior Leadership Team, leads and integrates all project planning for the Major Redevelopment, ensuring that efforts for renewal are aligned with and support the organization's vision, mission, values and strategic directions.
- In collaboration with the Executive Director, Clinical Operations, ensures an appropriate clinical planning and clinical operations project management plan is developed, maintained and implemented.
- Works with leadership teams at multiple levels across Fraser Health to ensure an understanding of organizational strategic renewal opportunities and new initiatives are incorporated into the planning. Collaborates and communicates effectively with operational leadership to understand issues and to evaluate alternative solutions and strategies.
- Works closely with clinical and operations teams of physicians, senior administrators and health care professionals to identify program and service requirements; reviews and integrates service delivery models, clinical standards and operational guidelines for each of the assigned clinical services. Interfaces with User Groups and appropriate FH professionals to seek effective input into all stages of the Project.
- Oversees and directs the clinical planning of programs/services during the planning and construction phases; communicates and reports on the status and execution of activities and risks to relevant stakeholders. Collaborates with project leads and teams to resolve interdependencies and conflicts; ensures preparation and production of project documents, work plans and milestone plans for the various components to ensure the Project is tracking to budget and consistent with project strategies.
- Works closely with the Chief Project Offier on reporting and informing FHA Executive Management (FHA Executive Steering Committee, FHA Finance and Audit Committee executives) and Ministry of Health on status of the RCH Redevelopment & Expansion project. Reporting to include project status, interdependencies and Risk Management assessments including mitigation plans and strategies related to issues impacting the project. Demonstrates a fair, open and transparent process consistent with FH priorities and MOH established parameters.
- Directs clinical program and service planning to ensure the design of and relocation of clinical programs. Promotes collaborative, interprofessional care and best practices which demonstrate the most efficient and effective flow of patient care and service delivery within a patient centred environment.
- Provides change management leadership and oversight for stakeholder engagement. Defines the change management strategy, change team, and sponsorship model by conducting change assessments; develops and implements change plans; monitors effectiveness of the change plan; provides corrective action as necessary. Establishes a sustainment plan and measurements of success.
- Oversees the allocation of financial resources to meet initiatives, goals, and targets of the operating plans; supports short and long term planning for operating and capital expenditures, over the project duration of 10 years.
- Ensures collection and analysis of relevant internal and external data to support project planning activities and development of project objectives. Ensures processes are in place for data collection and analysis to ensure current state data is collected on an ongoing basis for future state evaluation; Maintains accurate information on best practices and benchmarking with industry, regional and national organizations to support organizational clinical planning decisions. Collaborates with professional practice, academic and research leaders to ensure the integration of care, teaching and research.
- Provides leadership and direction to designated team members using effective management techniques (e.g. coaching, mentoring, skill and leadership development, decision making, coalition building, performance management and recruitment).
- Responsible for presentations, findings and reports to the Senior Leadership Team, Facilities Department and external partners.
- Consults with FH Communication & Public Affairs department to support stakeholder communication, consultation and involvement.
- Liaises with the Ministry of Health Services; participates on various internal and external committees as a representative of FH, as required.
Education and Experience
Master's degree in business, health care administration or related field plus a clinical background in a related health care discipline; (10) years recent related experience in progressively more complex management roles, including health care planning; demonstrated experience in leading complex projects and service delivery initiatives, or an equivalent combination of education, training and experience.
