Job Summary

The Executive Director, People Strategies at Fraser Health plays a pivotal role in shaping the organization’s people-centric strategies to align with its mission, vision, and values. This leadership position partners closely with senior leadership to ensure seamless integration of people strategies in both large-scale change initiatives and day-to-day operations. By fostering collaboration between internal stakeholders, the Executive Director develops innovative human resources strategies that drive workforce planning, organizational transformation, and cultural change.

 

This role is instrumental in guiding Fraser Health’s response to workforce challenges by providing strategic oversight and direction for human resources projects. With a focus on proactive and strategic planning, the Executive Director ensures that Fraser Health remains adaptable and forward-thinking in its people strategies, enhancing the employee experience and supporting operational excellence across the organization.


Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

Provides strategic and operational support to the organization involving its People. The focus of the Executive Director, People Strategies is to ensure integrated people strategies are developed for portfolio or organization-wide initiatives. Responsible for proactively identifying areas that require site based improvement work with a focus on all aspects of people strategies including culture improvement, staffing strategies, standards of practice, collective agreements, workforce planning and workforce engagement that includes staff and physicians.

Directs staff who manages others by selecting, directing, monitoring employees and initiating terminations; establishes, implements and monitors the goals and objectives of the department and manages the budget for the department.


Responsibilities


  1. Partners with Fraser Health senior leadership to ensure integrated people strategies are developed for their large change initiatives as well as day to day operations.
  2. Develops people strategies that are aligned with and support the mission, vision, values and strategic direction of the organization both internally and externally and considers all aspects of human resources.
  3. Ensures all of Fraser Health's operational change initiatives that have an impact on Fraser Health staff and physicians are strategically coordinated and planned across the organization.
  4. Proactively identifies and prioritizes areas across Fraser Health which require integrated people strategies for site based improvement work.
  5. Plans, develops and coordinates the implementation of integrated people strategies. Makes recommendations on how Fraser Health can respond to the issues identified through the development of strategic, proactive and innovative human resources projects; supports and works collaboratively with the corporate and clinical segments of the organization to implement identified initiatives.
  6. Provides strategic decision-making leadership for a significant portfolio of internal relationships, engaging external partners where appropriate.
  7. Develops an organizational profile and works closely with stakeholders to ensure accurate workforce planning information (i.e. changes in care model, etc.) is included in the workforce planning models using established research methods that incorporates staff feedback, workforce data analysis, future critical requirements, workforce challenges and external demands.
  8. Engages FHA stakeholders in the identification of current, short term and long term workforce needs.
  9. Supports organizational transformation initiatives and cultural change through gap identification and the identification of strategies and tactics to create buy-in, support and behavioural change in relation to defined FHA people strategies.
  10. Utilizes various approaches including leading working groups, committees and meetings to explore opportunities for the development and advancement of people strategies across the organization and leverage internal resources throughout FHA to promote initiatives. Works with organizational stakeholders to develop and implement effective targets, performance measures and monitoring and reporting systems.
  11. Develops and presents recommendations and the business cases for People Strategies projects required to deliver on the identified objectives within Employee Experience. Secures commitment from peer/partner leaders within the organization for human and financial resources needed to fulfill project requirements.
  12. Directs staff who manages others by selecting, directing, monitoring employees and initiating terminations; establishes, implements and monitors the goals and objectives of the department and manages the budget for the department. Conducts employee performance reviews and completes appraisals; recruits staff and makes hiring decisions.
  13. Plans, coordinates and executes effective strategies and techniques for communicating people strategies that includes identifying appropriate stakeholders, developing knowledge and understanding of stated objectives and related human resources issues and building engagement, commitment and support for projects and initiatives.
  14. Works closely with Communications staff to ensure consistency in communications strategies, messaging and publications; participates in joint communications initiatives as appropriate.
  15. Perform other related duties as assigned.

Qualifications

Education and Experience

Master's degree in Health, Business Administration, Leadership or Organization Developmental or related field, plus ten (10) years' of experience in business operations involving strategic planning and project management, human resources management and leadership development or an equivalent combination of education training and experience.

Professional/Technical Capabilities:

  • Knowledge of current employment legislation and general human resources management principles and best practices.
  • General understanding of current health care issues and trends.
  • Ability to conduct investigative research and create and execute strategic plans.
  • Ability to operate related equipment including relevant computer software applications.
  • Physical ability to perform the duties of the position.
