As a Financial Analyst you will be responsible for providing assistance to clients through the capital planning process; provide guidance on available funding and capitalization of project costs; prepare accounting reconciliations and reporting submissions; maintain the capital planning and accounting records and funding requests for facility and information management, capital projects, and equipment acquisition across Fraser Health.

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

Responsible for providing assistance to clients through the capital planning process; provides guidance on available funding, capitalization of project costs, and helps clients set appropriate priorities on capital purchases; prepares and approves accounting entries and related reconciliations; maintains the capital planning and accounting records and funding requests for facility and information management, capital projects, and equipment acquisition across Fraser Health.


Responsibilities


  1. Prepares the annual multi-year capital plans for Fraser Health (FH) by assisting with the development, implementation, maintenance and enhancement of the facility, equipment and information system’s capital projects planning process.
  2. Determines the annual source and allocation of funds to be recommended to the Senior Executive Team and management teams of FH by gathering and sorting information and preparing and reconciling spreadsheets; prepares capital budgets reports in order to identify, investigate, and report on variances.
  3. Supports the preparation of financial statements and reports to the government, outside agencies, departments, FH project managers and Executive by compiling and reconciling information from the capital budgets and accounting records; assists with the preparation of year-end working papers, supporting schedules and reports.
  4. Maintains and issues Capital Control Numbers for all equipment, hardware, and software acquisitions for FH; communicates the control numbers to PHSA Supply Chain, managers responsible for project equipment requests, and others as appropriate; revises the capital plan to reflect the control numbers and any changes to the plan and maintains funding allocation records to match approved acquisitions.
  5. Liaises with a variety of internal and external funding agencies to ensure capital equipment and facilities projects have approved funding which is invoiced upon acquisition of the equipment or completion of the project.
  6. Supports the Manager by ensuring that capital equipment, hardware, and software approvals achieve anticipated outcomes as they relate to the scope, schedule, and budget of the original approval; identifies variances to plan and takes action to ensure projects meet allocated annual cash flow and remain within budget.
  7. Prepares and approves accounting entries and account reconciliations to ensure timely, accurate and complete preparation of accounting records for capital projects and equipment, in accordance with generally accepted accounting principles, Ministry of Health and Fraser Health policies and procedures, and appropriate internal controls.
  8. Assists in the development and maintenance of the FH asset management system by compiling and providing information, as required.
  9. Participates on assigned internal and external committees, communicates implications of decisions of these committees to their Manager and updates the Capital Plan as appropriate.

 


Qualifications

Education and Experience

CPA recognized professional accounting designation and/or university degree in Business, Finance or Commerce.

Five (5) years' recent, related financial accounting experience, including two (2) years' experience working within a complex purchasing environment, or an equivalent combination of education, training and experience.

Professional/Technical Capabilities:

  • Demonstrated knowledge of Generally Accepted Accounting Principles (GAAP) and other related accounting procedures/principles

  • Ability to operate related equipment including related computer software

  • Physical ability to perform the duties of the position
