Job Summary

Position Highlights

 

The Financial Analyst, Management Accounting, is responsible for providing financial and business advisory services to Fraser Health (FH) and its stakeholders focusing on reporting the costs and activities related to service delivery.  The Manager utilizes the most appropriate techniques, tools and resources available to support management in planning, forecasting and operational decision making.

 

This is a Regular Full Time opportunity located at Central City in Surrey, BC.

 

Build on your education and experience as you:

  • Use and maintain multiple systems including dictionaries and related software to calculate and analyze the standard costs of delivered services.
  • Participate in the planning, testing and implementation of new systems and their expansion to additional sites and services.
  • Develop and implement standard costs by reviewing the service activities of their client's departments.
  • Participate in the preparation of reports and distribution of costing information to clients and stakeholders.
  • Provide analysis, advice, interpretation and resource support within Finance and to clients in the use and application of case costing for operating, budgeting, forecasting, decision making and responsibility reporting purposes.
  • Confer with clients and the financial team in the preparation of their operating and capital budgets using the most appropriate service activity and standard cost information.
  • Provide support in the analysis and costing of new programs, program changes, revenue generation, contract negotiations, funding, and other initiatives.
  • Act as a resource to clients by attending client meetings, preparing and presenting educational sessions and support material on cost accounting and statistical collection and reporting processes.
  • Participate in the statistical data collection & reporting process by maintaining multiple systems including dictionaries and related software.
  • Provide costing analysis and activity measures as part of regular and ad hoc Administration/Board reporting package.

  • CPA recognized professional accounting designation and/or university degree in Commerce, Business or Finance.
  • Five (5) years' recent related financial accounting experience working in a complex work environment

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

Provides financial and business advisory services to Fraser Health (FH) and its stakeholders focusing on reporting the costs and activities related to service delivery; promotes and supports the vision of the cost accounting department; implements and supports a service recipient standard costing system for all direct service providers in the FH; utilizes the most appropriate techniques, tools and resources available to support management in planning, forecasting and operational decision making.


Responsibilities


  1. Uses and maintains multiple systems including dictionaries and related software to calculate and analyze the standard costs of delivered services; participates in the planning, testing and implementation of new systems and their expansion to additional sites and services.
  2. Develops and implements standard costs by reviewing the service activities of their client's departments.
  3. Participates in the preparation of reports and distribution of costing information to clients and stakeholders.
  4. Provides analysis, advice, interpretation and resource support within Finance and to clients in the use and application of case costing for operating, budgeting, forecasting, decision making and responsibility reporting purposes.
  5. Confers with clients and the financial team in the preparation of their operating and capital budgets using the most appropriate service activity and standard cost information.

  8. Participates in the statistical data collection & reporting process by maintaining multiple systems including dictionaries and related software; participates in the planning, testing and implementation of new systems; coordinates statistical data collection and reporting activities with the statistical reporting team.
  9. Provides costing analysis and activity measures as part of regular and ad hoc Administration/Board reporting package.
  10. Acts as a MIS Guidelines and Ministry of Health reporting resource to FH; communicates to clients and Finance personnel any discrepancies in health care reporting requirements; keeps current with MIS updates; evaluates and reports impact of MIS updates on the region to designated clients and Finance personnel.
  11. Participates on internal and external committees, as assigned.

Qualifications

Education and Experience

CPA recognized professional accounting designation and/or university degree in Commerce, Business or Finance.

Five (5) years' recent related financial accounting experience working in a complex work environment, or an equivalent combination of education, training or experience.
