The Opportunity

Bring your initiative, client service focus, systems level thinking, change management expertise and leadership skills to our dynamic team of seasoned project and change management professionals. As a Leader within the Strategic Priorities and Planning Team, you will lead members of our internal consulting team, partner Fraser Health staff members at all levels, including executive sponsors (vice-presidents, executive directors, directors and/or medical leaders) to build organizational project and change management capacity and leadership.

What You’ll Do

In this temporary, full time Change Practice Leader position, you will play a crucial role in developing and delivering project management and change management programs to build organizational capacity and change leaders at all levels of Fraser Health. This involves providing leadership to an organization-wide strategic change community and communities of practice, developing new change focused programs, delivering courses and workshops, providing coaching and mentorship to project and change managers, and advising on highly complex transformational change initiatives. Your expertise in leading teams, along with proven, applied expertise in change and project management, and program development will be key success factors in this position. Experience navigating complex structures and changes in a large, ideally health care, organization is crucial.

This role is expected to be for 18 months, with possibility of extension based on return of incumbent.

  • Have proven project management expertise: You've successfully led a complex portfolio of inter-related projects from initiation to completion, demonstrating a keen ability to navigate challenges and deliver exceptional results.
  • Have a passion for healthcare: Your insights will drive projects that directly impact patient care and organizational success. Experience in a large health organization would be beneficial.

 

  • Have a collaborative spirit: We believe in the power of teamwork. Your ability to collaborate effectively with diverse teams and impacted parties to help them navigate complex, system-wide change is essential for success in this role.

 

  • Have a Master’s degree in health administration or a related discipline supplemented by certification in Project Management (PMP) or Change Management (CCMP).
  • Have ten (10) years’ recent, related experience in an environment focused on delivering change/transformation initiatives including supervisory or management experience.
  • Have access to a vehicle for business related purposes.

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

 

Reporting to the Director, Strategic Priorities & Planning, this position provides strategic and operational leadership in change management through the Strategic Priorities, Planning and Transformation team across Fraser Health within the overall framework and context of corporate strategic planning, transformation, and organizational change.

 

The Leader, Change Practice, is accountable for the development of organizational change management capability and capacity across the organization through the delivery of change management education and coaching of corporate and clinical leaders. Develops, adapts, and integrates best practice in the design and facilitation of targeted learning across the organization to ensure integration with innovation, project management and strategy practice.

 

Provides leadership to an organization-wide strategic change community or communities of practice by facilitating change management methodology, measures and initiatives within highly complex, multi-stakeholder and multi-discipline environments in order to yield high and consistent levels of change and transformation.


Responsibilities


  1. Leads the development of expert practitioner-level change management capability and capacity in the Strategic Priorities, Planning and Transformation team.
  2. Build processes and tools to increase capacity to measure and report on benefits of strategic changes implemented in Fraser Health.
  3. Leads the development of change management methodology with associated tools and templates and ensures integration with innovation, project management and strategy practice.
  4. Leads the development and delivers / oversees the delivery of change management education and coaching for leaders across the organization in roles with high involvement in leading strategic change.
  5. Leadership of an organization-wide Strategic Change community or communities of practice and/or mentoring programs.
  6. Assesses, advises, provides and/or coaches others to provide change management for highly complex, multi-stakeholder and multi-discipline transformational initiatives of strategic importance to the organization.
  7. Develops and implements change management standards, tools, and templates and establishes methodologies for use with projects, initiatives and in enterprise change management. Responsible for change management quality assurance across the Strategic Priorities, Planning and Transformation team.
  8. Leads the selection and development of Strategic Priorities, Planning and Transformation team consultants being prepared for and taking on increasing responsibilities in change management practice development through training and mentoring. Leads the selection and development of Strategic Priorities, Planning and Transformation team generalist consultants as assigned.
  9. Manages the change management portion of the Strategic Priorities, Planning and Transformation budget, reviews variances, projects future variances, develops and implements plans for course correction.
  10. In partnership with Fraser Health’s other change discipline leaders, works to evolve and mature an integrated spectrum of change tools, services, and development opportunities broadly accessible and effectively utilized by various level leaders across the organization.
  11. Monitors national, regional and industry trends in change management, and identifies opportunities for improvement in Fraser Health’s realization of change initiative benefits. As part of the Strategic Priorities, Planning and Transformation leadership team, participates in and follows through on investment decisions.
  12. Provides briefings, reports, updates and communications to senior leadership, executive sponsors and Ministry of Health as required.

Qualifications

Master’s degree in Health Administration, Business Administration or related discipline, supplemented by certification in Project Management (PMP) or Change Management (CCMP); plus ten (10) years’ recent experience in strategic transformation or change management within a project, program or management consulting environment which includes supervisory or management experience; or an equivalent combination of education, training and experience.

 

Valid Class 5 BC Driver's Licence and access to a vehicle for business related purposes.

  • Knowledge of other health care disciplines and their role in health care.
  • Ability to operate a PC and effectively utilize a variety of software applications to support fulfilment of the role.
  • Physical ability to perform the duties of the position.
