The Manager, Payroll Services is responsible for the development, coordination and management of Payroll Services consisting of payroll processing, payments to employees and agencies, reconciliation of benefits, system development and maintenance and timekeeper training and support; supports the operational and strategic needs of Fraser Health by planning, implementing and evaluating related physical, financial and human resources; participates, as a member of the Accounting Services management team, in the development of the mission, strategies and goals to ensure the optimum delivery of appropriate payroll services for Fraser Health.

  • Develops and recommends short and long goals and objectives for the Payroll Department; ensures that the plans support the goals, policies and vision of the Accounting Services Division of Fraser Health.
  • Develops, implements and reviews policies, standards and procedures that will ensure the delivery of effective and efficient Payroll services.
  • Plans and implements operating budgets for the Payroll Department including budget preparation; ensures the efficient utilization of the financial resources of the Payroll Department, within the objectives, plans and budgets established by the Accounting Services Division and Fraser Health.
  • Provides leadership to staff within the Payroll Department by motivating staff towards the attainment of the goals of the Payroll Department, the Accounting Services division and Fraser Health; develops and recommends organizational structures to reflect the operational needs and the responsibility of each employee; develops an on-going performance management system.
  • Manages and is responsible for the recruitment & selection of staff and employee development; participates in human resources matters for the Payroll Department in areas such as performance management.
  • Plans and implements an effective quality improvement program to ensure a high level of customer satisfaction and ensures compliance with government legislation and collective agreements .
  • Establishes effective administrative systems for maintaining, evaluating and reporting on the operations of the Payroll Department including Payroll Departmental activities and progress on objectives and projects.
  • Manages the development and maintenance of payroll systems to provide complete and accurate records of assets, liabilities and financial transactions in accordance with generally accepted accounting principles, Ministry of Health policies and procedures and Fraser Health policies.
  • Manages the development and maintenance of payroll systems to ensure complete, accurate and timely payments to employees, benefits carriers and other agencies, in accordance with government legislation and collective agreements; prepares year-end working papers for the annual external audit as required.
  • Develops and maintains procedure manuals and training programs for Payroll Department staff, Fraser Health Managers and Timekeepers; conducts compliance audits to ensure standard practices are followed across the Fraser Health.
  • Provides advice and financial analysis to all levels of management as required.
  • Plans, prioritizes and directs numerous concurrent projects through all phases from planning to implementation and evaluation.

  • CA, CGA or CMA designation and/or university degree in a related field, plus seven (7) years’ recently related managerial and supervisory experience in a large, complex, multi-union environment.
  • Payroll Manager (PM) Certification through the Canadian Payroll Association.

This Temporary Full Time position is available until April 2026 and located in New Westminster, B.C.

Qualifications

Education and Experience

CPA designation and/or university degree in a related field, plus seven (7) years' recently related managerial and supervisory experience in a large, complex, multi-union environment.

Payroll Manager (PM) Certification through the Canadian Payroll Association.
