Position Highlights:

Bring your passion and experience in mentoring and leading others in a complex, unionized utility plant environment to this role as Manager, Utility Plant & Mechanical Systems. 

 

Based out of Royal Columbia Hospital, you will be responsible for the oversight of daily operational management / maintenance of designated central steam / hot water heating production/distribution Utility Plants including Mechanical and other facility Systems. You will ensure a safe and reliable environment for the delivery of healthcare-related services, in a manner consistent with regulatory requirements and industry standards.

 

Your strong leadership skills will help lead our journeymen from a variety of trades, in completing daily maintenance repairs & upgrades as well specific site assignments which will improve the patient experience for patients themselves, families and health care providers.

 

Key areas of responsibility include:

  • Ensuring the Organization’s strategic and operational objectives guide the establishment and implementation of departmental goals, objectives and operation requirements;
  • Reviewing & developing appropriate systems and processes for central steam and/or hot water heating production/distribution Utility Plant(s) including all Mechanical and other Campus Systems;
  • Managing operations, maintenance & repair of same, and providing operational leadership including maintenance of the Diesel emergency generators;
  • Handling budgets & expenditures;
  • Recruiting, supervising, and mentoring staff and contract employees; ensuring a focus on professional development, as well as managing staff performance; involvement in labour relation matters such as grievance processes.

Are you passionate about joining our team? We will be looking for you to have:

  • A level of education, training and experience equivalent to a British Columbia or Inter-Provincial First or Second Class Certificate of competency as a Power Engineer or Mechanical Engineering Degree,
  • 5 to 7 years recent, related progressive supervisory and management experience in a large, complex unionized environment.

An equivalent combination of education, training and experience may be acceptable.

Detailed Overview

Responsible for the oversight of daily operational management and/or maintenance of designated central steam and/or hot water heating production/distribution Utility Plant(s) including Mechanical Systems for physical plant health site(s) for Fraser Health, Vancouver Coastal Health Authority, Provincial Health Services Authority and Providence Health Care (collectively, the �Organizations) in a manner consistent with regulatory requirements and industry best practices ensuring a safe and reliable environment for the delivery of healthcare-related services.


Responsibilities


  1. Establishes, develops and implements department goals, objectives and operational requirements consistent with the Organizations' strategic and operational objectives; reviews current operations and develops appropriate systems and processes to ensure effective and efficient operations of the assigned site (s) central steam and/or hot water heating production/distribution Utility Plant(s) including Mechanical Systems.
  2. Manages the operations, maintenance, and repair of the assigned site (s) central steam and/or hot water heating production/distribution Utility Plant(s) including Mechanical Systems.
  3. Provides operational leadership including maintenance oversight to the emergency generators.
  4. Develops and implements the annual operating and capital budget for the assigned site (s); responsible for monitoring expenditures, variance analysis and reporting; takes corrective actions as required.
  5. Manages the recruitment, mentoring and professional development of assigned staff and contract employees; supervises designated staff, determines staff schedules, provides work direction and assignment of duties to meet operational requirements; conducts employee performance reviews, coaching session and facilitation of goal setting with the employee; identifies training/educational requirements as needed.
  6. Investigates work and/or staff performance issues and initiates disciplinary action up to and including termination; participates in grievance process and other labour relation matters up to and including Step 3 grievances as an Employer representative; participates labour/management meetings and in the essential service designation processes for the assigned sites.
  7. Oversees the development and continuous improvement of maintenance programs; applies planning/scheduling techniques and risk-mitigation strategies to ensure effective delivery of preventive, predictive and responsive maintenance; ensures appropriate use of the computerized maintenance management system.
  8. Procures and manages the work of external service providers, directly or through subordinate supervisors; determines terms of reference, negotiates and monitors contractual agreements for specialized maintenance, grounds and renovation work, as required.
  9. Manages assigned construction, renovation and/or maintenance projects; liaises 'with stakeholders and coordinates the activities of staff, consultants, and contractors to ensure project requirements are met and facilities impacts are minimized.
  10. Oversees the development and continuous improvement of policies, procedures, and programs in accordance with applicable codes, regulations, and standards; ensures compliance by employees and external service providers; collaborates with, and provides technical and logistical support to the Planning and Capital Projects teams.
  11. Develops and maintains key internal/external stakeholder relations and participates on committees as required; develops and prioritizes capital infrastructure renewal plans in consultation with the Director and/or designate; participates as a member of the Organizations as a subject matter expert within area of expertise.
  12. Participates in the development and activation of business continuity plans in cooperation with clinical leadership and Emergency Management.
  13. Ensures that facilities are maintained consistent with best practices regarding energy conservation, carbon footprint reduction, LEED certification and other relevant environmental standards.
  14. Provides support in specific areas such as infrastructure, technical standards, systems commissioning, contract management, and safety or integrity management, as assigned by the Senior Manager.

Qualifications

Education and Experience

A level of education, training and experience equivalent to a British Columbia or Inter-Provincial First or Second Class Certificate of competency as a Power Engineer or Mechanical Engineering Degree, supplemented with five (5) to seven (7) years' recent, related progressive supervisory and management experience in a large, complex unionized environment or an equivalent combination of education, training and experience.
