Bring your demonstrated technical and collaboration skills to this exciting opportunity as a Senior Leader (Electrical), Technical Services - Engineering & Operations within Facilities Management Team. In this role, you will be responsible for the development, quality, integrity and optimization of Mechanical building and infrastructure technical systems, equipment and components including but not limited to MV and LV power and distribution, emergency power generation and distribution, fire alarm, lighting and lighting control, battery UPS, access control, clinical communications including nurse call and intercom, and building automation and DDC. The focus is on system design, construction, commissioning operations and maintenance standards that impact safe and reliable asset performance.

  • Coordinate the development and application of technical standards, specifications and guidelines for building and infrastructure systems, equipment and components with a focus on risk and reliability, including but not limited to specialized disciplines such as electrical, mechanical, building sciences, architectural, controls
  • May act as Subject Matter Expert (SME) advising in development and delivery of capital projects, maintenance, and operations of facilities
  • Establish team structure and capabilities by gathering input from stakeholders, identifying needs and skills required
  • Direct and supervise staff and external suppliers by assigning work, orientating resources, developing and implementing appropriate staff development and retention plans; conducts performance evaluations as required
  • Provide leadership and guidance to an integrated and multi-functional team on various aspects of facility system standards, performance, operations, risks and asset stewardship strategies
  • Develop owner project requirements and statements of requirements for capital projects in consultation with project teams, consultants, and facility management (FM) staff
  • Participate in facility system, infrastructure and equipment standards review for a wide range of projects, and works with teams, project managers, consultants and contractors as needed to optimize system performance
  • Participate and/or lead facility design review and site construction review, supporting quality and compliance for a wide range of capital projects including major redevelopment projects
  • Lead and support processes for facility/infrastructure commissioning and handover to operations

  • Bachelor of Engineering in electrical, mechatronics, or related discipline
  • Ten (10) years’ recent, related experience in electrical building systems, reliability and optimization design, construction, commissioning, operations, and maintenance best and innovative best practice concepts preferably in a health care context
  • Class A or B Electrical FSR desirable
  • An equivalent combination of education, training and experience may be acceptable

Detailed Overview

Supporting the Vision, Values, Purpose and Commitments of Fraser Health including service delivery that is centered around patients/clients/residents and families:

The Senior Leader, Technical Services leads an evolving team responsible for the development, quality, integrity and optimization of building and infrastructure technical systems, equipment and components. The focus is on system design, construction, operations and maintenance standards that impact safe and reliable asset performance. This includes air, water and other operational and life safety building systems best practice and risk mitigation achieved through optimum system standards, operations and performance.


Responsibilities


  1. Coordinates the development and application of technical standards, specifications and guidelines for building and infrastructure systems, equipment and components with a focus on risk and reliability, including but not limited to specialized disciplines such as electrical, mechanical, building sciences, architectural, controls; or potentially more specialized sub-disciplines such as indoor air quality.
  2. May act as Subject Matter Expert (SME) advising in development and delivery of capital projects, maintenance, and operations of facilities,
  3. Establishes team structure and capabilities by gathering input from stakeholders, identifying needs and skills required; directs and supervises staff and external suppliers by assigning work, orientating resources, developing and implementing appropriate staff development and retention plans; conducts performance evaluations as required.
  4. Provides leadership and guidance to an integrated and multi-functional team on various aspects of facility system standards, performance, operations, risks and asset stewardship strategies.

  6. Participates in facility system, infrastructure and equipment standards review for a wide range of projects, and works with teams, project managers, consultants and contractors as needed to optimize system performance.
  7. Participates and/or leads facility design review and site construction review, supporting quality and compliance for a wide range of capital projects including major redevelopment projects.
  8. Leads and supports processes for facility/infrastructure commissioning and handover to operations.
  9. Communicates with stakeholders to understand project requirements, goals, design specifications, and operational environments to evaluate cost, feasibility, and implementation of new systems and equipment for patient and staff safety.
  10. Assesses existing facility system performance, in the context of clinical service delivery and impact; identifies gaps and risks; recommends system upgrades and FM business processes.
  11. Coordinates research on facility systems, infrastructure and equipment, with focus on research, innovation and application of new technologies with academic institutions, industry experts, and other industry partners.
  12. In collaboration with FMO and consultants/contractors analyze facility systems, infrastructure and equipment when necessary to identify inefficiencies or failures, identify root causes malfunctions and create solutions to optimize performance and increase the efficiency of operation.
  13. Works with the FMO teams on facility systems performance, optimization, failures, troubleshooting and asset management initiatives from an analytical and research perspective.
  14. Participate/support development of life cycle asset planning, strategies and decision making as per the ISO55000 framework in collaboration with the Asset Management team and Risk Management program.
  15. Develops budgets, analyzes variances and develops corrective actions.
  16. Engages with professional consultants and contractors with support from Procurement; manages established contracts to ensure that consultants and contractors complete contractual obligations and deliverables; negotiates changes and resolves disputes within authorized limits.
  17. Serves as a resource to liaise with project managers, FMO, trades, consultants and contractors during all project and operational phases, if required.
  18. Participates in and champions energy & environmental sustainability and resiliency programs and initiatives.

Qualifications

Bachelor of Engineering or related discipline, supplemented with ten (10) years’ recent, related experience in building systems, reliability and optimization design, construction, operations and maintenance best and innovative best practice concepts preferably in a health care context, or an equivalent combination of education, training and experience

Professional/Technical Capabilities

  • Broad knowledge of the facility systems, infrastructure and equipment associated with healthcare delivery, with specialized knowledge in specific discipline(s) required for each unique role.
  • Experience with building technology and automation systems, including but not limited to Building Automation System (BAS), Building Management System (BMS), monitoring and analytics tools.
  • Experience using design, construction and project management tools such as but not limited to AutoDesk Construction Cloud (ACC), Procore, Bluebeam, Revizto, etc.
  • Familiarity with Computer-aided Design (CAD), Building Information Modeling (BIM) and other design processes typically used in facility development work.
  • Ability to troubleshoot and apply knowledge in a hands-on manner for complex building systems.
  • Familiarity with technical/design standards and technical specification development, including development and governance of universal standards as well as interpretation and preparation of contract specifications for capital projects/facility design and construction.
  • Comprehensive knowledge of health care facility management and relevant government policies, procedures, standards and requirements.
  • Advanced technical and leadership skills including demonstrated. effectiveness in planning and coordinating facility systems optimization strategies from concept through implementation.
  • Project and program management skills including scoping, planning, delivery, budgeting, execution, close-out, and lessons learned/knowledge transfer.
  • Ability to provide leadership, guidance and direction to others including staff and consultants.
  • Ability to resolve conflict and facilitate consensus with stakeholders on competing objectives and priorities (both technical and non-technical).
  • Physical ability to perform the duties of the job.
