Payroll Technician

Division Services Centre

Full Time, 12 months per year

(35 hours per week)

Position: Reporting to both the Payroll Supervisor and the Finance Manager, as a hands-on member of GSACRD’s Finance Department, the Payroll Technician will be involved with (but not limited to) the processing, reviewing and ongoing monitoring of standard payroll/accounting procedures. This position requires technical literacy in appropriate areas of payroll and accounting. A majority of the work will be directed toward payroll processing and compliance with Federal and Provincial legislation as well as Division procedures, policies and regulation.

Qualifications and preferred requirements:

Apply foundational knowledge about First Nations, Métis and Inuit for the benefit of all students, and support the Division’s goals towards advancing Truth and Reconciliation.

Payroll Compliance Practitioner Certification. Post-secondary education in Accounting or Finance would be a definite asset.

Minimum of three years’ direct experience in Payroll Administration, completing full cycle payrolls.

Exceptional attention to detail and accuracy, great analytical skills and fast learner.

Knowledge of payroll including Federal and Provincial Employment Standards and payroll-related regulations, including union collective agreements.

Ability to deal with time sensitive, confidential information, with a high degree of diplomacy and professionalism, to multi-task, prioritize tasks, and quickly adjust in a rapidly changing environment.

Experience with using features of the payroll, HR and accounting modules of the AtrieveERP (Power School) software would be an asset.

Competencies include strong organizational, verbal, and written communication skills, computer skills with proven proficiency in Microsoft Office (Word, Excel), Gmail, Power Query knowledge would be an asset; attention to detail, strong logical critical thinking, excellent analytical and problem-solving skills, and the ability and willingness to respond to inquiries from within and outside of the Division.

Ability to work effectively with limited supervision and as a team member, good work ethic and willing to take initiative.

Ability to work under pressure, with deadlines and be able to work outside normal working hours when necessary.

Role and Responsibilities:

Process full cycle monthly payrolls for hourly, salary, union and non-union employees in compliance with the Federal and Alberta Employment Standards payroll-related regulations, Division policies and procedures, and collective agreements.

Follow-up on all site-based payroll processes to ensure that timelines have been met to facilitate Division monthly payroll processing.

Keep up-to-date on changes that impact payroll processing, such as, but not limited to: CRA rates, Federal and Provincial legislation, Pension and Benefit rates, Division policies and procedures, and collective agreements.

Respond to any and all payroll inquiries either directly or as directed, in compliance with the Freedom and Protection of Privacy Act and any Provincial regulations along with Division policies and procedures.

Prepare monthly remittances to Receiver General and other third party vendors.

Process monthly electronic pension records for the Alberta Teachers Retirement Fund (ATRF).

Process Record of Employment (ROE) Forms and respond to Service Canada inquiries.

Verify and validate leave requests, as related to payroll, whenever necessary.

Assist in annual T4 processing and calendar year-end duties as required.

Prepare, analyze, reconcile and recommend adjustments when necessary to payroll liability/expense accounts and other non-payroll accounts when directed.

Provide on-going support to the Payroll Supervisor in all aspects of monthly payroll processing and review.

Ensure that proper employee documentation is in place to support the monthly payroll processing as well as Federal, Provincial and Division requirements.

Work on special projects as assigned.
