Job SummaryReporting to the Senior Manager of Financial Services, the Manager, Payroll Services will be responsible for the management of the daily operation of the Board's payroll department to administer and maintain multiple complex and diverse payroll processes and to ensure efficient and effective operations.Duties include but are not limited to:� Provide strategic direction and leadership to the payroll team, to ensure the effective and timely delivery of the Board�s complex payroll services.� Provide mentorship, coaching and development to create a high-performing and service-oriented team � As a strategic and customer-focused leader, the incumbent will also foster strong collaborative relationships with Human Resources Services and internal/external stakeholders� Ensure compliance with federal and provincial legislation, including the Income Tax Act, employment standards, WSIB, Collective Agreements and policies and procedures related to the payment of salaries and taxable benefits, while continually monitoring for business process improvements. � Prepare, process and balance all salary and deductions for T4 processing and insured benefits; manage OMERS 119 and Teachers� Pension Plan to ensure compliance with pension legislation, contribution and reporting requirements.� Leverage technology to refine and continuously improve or automate payroll processes, forms and workflow to gain operational efficiencies. QUALIFICATIONS / EXPERIENCE:� Degree / post-secondary qualifications in Business Administration or Accounting or related equivalent experience� National Payroll Institute � Payroll Leadership Professional (PLP) Designation (formerly CPM) is preferred� Minimum of five (5) years of experience in managing payrolls, including unionized payrolls, preferably in the education sector. In addition, experience with iSYS is considered an asset.� Extensive knowledge of federal and provincial employment legislation and payroll tax legislation. � Strong research, analytical, problem-solving and strategic thinking skills; attention to detail and high-level multi- tasking abilities.� Supervisory experience with strong leadership, mentoring and team building skills.� Excellent written and verbal communication skills.� Demonstrated ability to handle matters requiring diplomacy, sensitivity and confidentiality� Demonstrated ability to work under pressure with an openness to take initiative and adapt to a complex and high- volume work environment.� Strong organizational, prioritization and time management skills.� Advanced expertise with Microsoft Office applications, specifically Excel and Access.please be advised as a condition of employment with the Board, candidates will be required to provide the following documentation upon hire: an original Criminal Reference Check including Vulnerable Sector Screening, dated within the last six (6) months Equity and Inclusion The Halton Catholic District School Board (HCDSB) is committed to supporting the development of a strong and equitable workforce, that will foster the success and well-being of our students, staff, and wider-Catholic school communities.
