About the Role

Reporting to the Senior Manager of Financial Services, the incumbent will provide strategic leadership and comprehensive expertise in the management of all Accounting and Capital Reporting Services functions to ensure the complete and accurate reporting of all funds received and expenses incurred by the Board. The incumbent will lead a multi-disciplinary team of professionals to advance strong collaborative relationships with a variety of internal and external associates and continually monitor for business process improvements.

Duties include but are not limited to:

Manage all Accounting Services functions including Treasury and Financial Reporting, Accounts Payable, Accounts Receivable, School Financial Accounts and all Capital Reporting Services.

Ensure complete and accurate recording of all funds received and expenses incurred by the Board including funds generated and spent at school level, funds received from government agencies outside of the regular student funding, and funds received by the Hamilton Foundation for Student Success (HFSS).

In collaboration with other Financial and Facility Services managers, prepare the Board’s consolidated financial statements, March Reports and all other Capital Reporting to the Ministry

Coordinate the Board’s external audits and provide all documentation required to support the Board’s Financial Position.

Demonstrate transparency and ensure compliance with Ministry of Education and Public Sector Accounting Board (PSAB) financial reporting requirements and timelines, Canada Revenue Agency (CRA) reporting for charities, and regulatory tax reporting requirements.

In conjunction with IT Services, maintain integrity of internal controls in the Financial Information System, and collaborate with Managers and Superintendents to ensure that all departments have proper access to their applicable cost centres.

Ensure the integrity, reliability and compliance of financial information through the development, monitoring, enhancements, and implementation of Board financial policies, procedures, and internal controls.

Provide interpretation, analysis of implications, and advice on financial and compliance issues in relation to Board financial policies and administrative procedures.

Ensure ongoing communications with all levels of the Board including school communities, administrators and Executive Council.

Apply subject expertise to identify and implement strategic process improvements to expand the activities of Accounting Services and support the Board’s strategic directions and priorities.

Lead and motivate a team of professional staff to provide exemplary service to internal and external associates.

Act as a representative for Accounting and Capital Reporting Services where required in all areas.

Qualifications:

A degree/post-secondary education in Accounting, Finance or Business

A Canadian professional accounting designation (CPA) in good standing

Comprehensive knowledge of Public Sector Accounting Board (PSAB) accounting standards, and Canada Revenue Agency (CRA) regulations, and Ministry of Education compliance requirements.

Minimum seven years of progressive financial experience, including management leadership experience, preferably in the public sector.

Advanced understanding of and demonstrated expertise with financial information systems and Microsoft Office software.

Strategic planning, organizational, analytical, problem solving, research and facilitation skills.

Ability to communicate information of a complex financial nature to a variety of audiences.

Ability to build and maintain collaborative working relationships with a diverse group of internal and external associates.

Knowledge and understanding of the complex and reciprocal connections among different elements of the Board’s organization and the role of the Accounting Services department in supporting the delivery of exemplary instructional programs and services.

Excellent interpersonal, presentation and communication skills, both written and verbal required.

Excellent conflict resolution/mediation, problem solving, time management and organizational skills.

Excellent leadership and management skills enhanced by strong team building, cultivating an open and supportive environment and building good working relationships with staff and associates through strong communication and responding in a timely manner.

Fair and objective approach to all personnel and working situations to carry out all aspects of staff supervision.

Proven communication skills related to problem-solving and conflict resolution including the ability to manage sensitive issues with tact and diplomacy.
