GENERAL ACCOUNTABILITY:
The Provincial Manager, Materials & Facilities Management is responsible for the Agency’s materials and facilities management function, fixed assets, purchasing and procurement and preventative maintenance program. In addition, this position is responsible for implementing materials and facilities management systems, processes and procedures as well as overseeing all contracted facilities management services at the alternate site of the Director.
This position, in collaboration with the Director, Materials and Facilities Management, helps develop procurement and facilities management policies, as well as advises all levels of staff on purchasing and space planning matters at the alternate site of the Director. This position is responsible for the timely completion of assigned facilities projects including coordinating the collection of information for preparing mid-term to long-term functional and developmental facility plans to accommodate the Agency’s future staffing and workloads for locations under their jurisdiction. The ability to provide detailed analysis comparing workload projections, staffing projections and space needs will be required.
This position works in co-operation and collaboration with other staff in the Agency (i.e. the Cancer Patient lodge managers, the nursing managers, etc.) who have specific on site responsibilities to provide support, leadership and direction as required to address ongoing materials and facilities requirements. Lead the negotiation, administration and monitoring of all property lease agreements for the Agency for the sites under their jurisdiction.
SKILLS:
- Thorough knowledge of materials and facilities management (including purchasing and procurement) and a working knowledge of generally accepted accounting principles, budgeting, and financial analysis.
- Utilize project management tools for both facilities renovation projects as well as other project based work
- Prepare, monitor and forecast the capital budget with respect to facilities including renovations and major equipment purchases.
- Ability to work independently and under tight time constraints and strict deadlines.
- Ability to re-evaluate priorities as required and clearly communicate changing environment to senior managers as needed.
- Excellent analytical skills.
- Strong computer skills with an ability to use Excel and Word to create required documentation and analysis.
- Excellent interpersonal skills, verbal and written communication skills.
- Strong time management and organizational skills.
- Highly motivated and energetic.
- Ability to assess level of urgency and initiate action accordingly.
