Job Description:

The Nurse Clinician works closely with, and under the direction of the Medical Health Officers and the Manager of Clinical Integration - Population Health. The Nurse Clinician is an expert clinical nurse in the specialty of Public Health. In collaboration with Primary Health Care Managers, supervisors/leads/specialists, the Nurse Clinician is responsible for providing clinical supervision of staff, orientation, certification, continuing education, keeping the Public Health Nurse Orientation program updated, developing clinical pathways for practice in the Immunization, Family-Child and School age areas, and participating in development of policies and procedures relating to Public Health, Primary Health, Immunization, Family-Child and School practice. The incumbent will participate in program planning and evaluation. Primary responsibilities include ensuring services follow the Saskatchewan Immunization Manual, the Provincial School Immunization Program, Family/Child Guidelines, and the Saskatchewan Public Health Act. Additional responsibilities may include assisting with clinical program development for Travel Health and Communicable Disease as needed.

Education

  • Baccalaureate Degree in Nursing with courses in public health nursing is required.
  • Current registration with the College of Registered Nurses of Saskatchewan (CRNS). 
  • Possession of a valid CPR Basic Life Support for Health Care Professionals level certificate.
  • Additional course in supervision and administration is an asset.

Experience

  • A minimum of five (5) years' public health nursing experience within the past seven (7) years with extensive experience in immunization.
  • Additional supervisory experience is an asset.
  • Requires experience in: program/resource development related to needs assessment, planning, program design, implementation, quality assurance and evaluation and 
    teaching adults, facilitation skills, and leading group activities.

Knowledge, Skills and Abilities

Knowledge:
Advanced knowledge of public health nursing theory and practices including levels of prevention and determinants of health.  Advanced knowledge of population health promotion concepts and strategies.  Advanced knowledge of immunization practices and principles.  Is cognizant of the importance of culture on health.  Advanced knowledge of the public health nursing role in a generalized practice setting as well as focused practice roles (i.e. specific target populations such as Family-Child and School age, rural populations, inner city populations).  Extensive knowledge of current trends, issues and best practice strategies in the specific clinical area.  Extensive knowledge of the principles of adult learning.  Knowledge of and experience in policy and procedure development, quality assurance initiatives, research, program planning and evaluation.  Knowledge of legislation relevant to public health nursing. Knowledge of the community's health and social resources.  Knowledge of leadership strategies in order to lead, encourage, advise and cooperate with colleagues to promote and maintain positive relationships, to achieve client, team and organizational goals within available resources.  Knowledge of communication techniques and approaches. Knowledge of conflict resolution techniques.
 
Skills:
Demonstrates application of the nursing process in dealing with individuals and groups. Makes independent nursing judgments based on evidence-based practice and public health principles and primary health care reform. Uses critical analysis, reflective practice, and assessment and utilizes evidence-based practice. Skill in program planning and evaluation as these relate to orientation and staff education. Demonstrate extensive knowledge of Panorama. Demonstrates word processing skills using Microsoft Office programs. Demonstrates skill in retrieving information and resources via the internet. Demonstrates skill in problem solving, negotiation and conflict resolution. Demonstrates strong leadership skills.
 
Abilities:
Ability to be self-directed and work relatively independently.  Is expected to make decisions based on sound assessments in accordance with the policies of Clinical Integration Primary Health Care and the Saskatchewan Health Authority, the SRNA Standards of Practice, the Canadian Community Health Nursing Standards of Practice and other  relevant legislation. Ability to make sound decisions on complex immunization issues.  Makes decisions as a delegate of the Medical Health Officer under the Saskatchewan Public Health Act. Ability to work collaboratively with the team. Ability to communicate effectively orally and in writing. High level of accuracy is required in all aspects of assigned responsibility. Demonstrates flexibility by adjusting workload to accommodate variable needs within the program development and implementation. Ability to demonstrate appropriate level of professional conduct and judgment. Ability to be flexible in meeting diverse learning needs of adult learners. Ability to understand and apply a strength-based approach to adult learning. Ability to accept and implement change. Ability to mentor others.
