The Director of Housing, under the direction of the Chief Executive Officer, contributes to the success of Homes First Society by effectively planning, organizing, leading, and managing housing in accordance with all relevant policies and procedures. The Director of Housing will work in partnership with the City of Toronto and other stakeholders to build capacity by designing, developing, and implementing strategic goals with an emphasis of establishing and maintaining housing services in The Greater Toronto Area that addresses the needs of individuals experiencing homelessness or insecure housing.

Job Responsibilities

  • Liaises with community agencies and monitors compliance with program requirements; analyzes and recommends solutions for non-compliance and to enhance equitable outcomes in collaboration with Chief Executive Officer
  • Develops and maintains close working relationships with diverse stakeholders, including people with lived experience, healthcare providers, government/non-governmental agencies, and the public, to facilitate the delivery of services.
  • Oversees preparation of funding applications and/or approvals from regional, provincial and federal agencies and obtains approvals in accordance with Regional requirements.
  • Ensures efficient, effective, and responsive client services that consider individual and community needs balanced against fiscal and legal responsibility.
  • Oversees the performance of a multi-disciplinary team of professionals
  • Ensures staffing meets client needs in a fiscally responsible manner
  • Provides leadership in developing program, organizational, and financial plans
  • Collaborates with all levels of the organization to facilitate change and create cost efficiency
  • Evaluates new and existing programs and services in relation to their value and efficacy
  • Administers the organization's funds according to the approved budget, and monitor its financial expenditures
  • Assists with creating and approving company-wide policies and procedures, ensuring they meet or exceed compliance requirements and best practice standards
  • Develops and implements both short- and long-term tactical and strategic plans in accordance with established goals and objectives
  • Assumes functions of the Manager in that person’s absence, as directed
  • All other tasks as assigned

Qualifications

  • MSW or an advanced degree in a related field or equivalent experience
  • Ten years of progressive experience in a related field
  • Strong formal and informal leadership skills
  • Ability to initiate and model positive change
  • Ability to delegate, set expectations, and monitor progress of all direct reports
  • Sound analytical thinking, planning, prioritization, and execution skills
  • Ability to build and maintain lasting relationships with key external stakeholders
  • Experience with budget preparation and management
  • Experience with coaching and development of management-level employees
  • Intuitive grasp of organizational structure to manage cross-departmental and cross-disciplinary resource allocation
  • General knowledge of community services and homelessness programs, health promotion strategies, social determinants of health, harm reduction, public policy, practices and issues, the political environment, and current housing and homelessness issues.
  • Knowledge of and demonstrated systems thinking ability and change management design, process and implementation strategies.
  • Demonstrated knowledge of relevant Standards, Acts, Legislation and Regulations, including the Ontario Human Rights Code, Accessibility for Ontarians with Disabilities Act (AODA).
  • Knowledge of relevant laws, standards and guidelines; including the Ontario Landlord and Tenant Act and Residential Tenancies Act
  • Excellent interpersonal, conflict resolution and organization skills
  • Certificates in First Aid, CPR, Crisis Prevention and Intervention an asset
