General Accountabilities

Support the Director, Construction Services Management in implementing the business unit’s goals/objectives/strategies by providing leadership, direction and supervision to staff for various projects within the Province of Ontario. Supervise and lead teams Area Superintendents, Senior Forepersons, Construction General Foreman, & Area Superintendents, and support staff involving the delivery of complex projects, provide consulting, construction management and facilitation services through all phases of project life cycles including project construction development, estimating, scheduling, outage staging and commissioning through to project In-Service. Develop project construction strategies, plans and support the development of project management strategies pertaining to assets and systems while identifying opportunities efficiencies. Support and develop processes for the efficient and fast track delivery of construction projects utilizing such tools as lessons learned, parallel engineering, stage gate process and others Safer, Faster, Cheaper, Better. Deal with multiconstruction labour unions/labour relations issues throughout the lifecycle of a project. Requires excellent communication and interpersonal skills and knowledge of the power system including HV substations and HV. Must be a team-player and capable of leading large project teams of managerial, professional, technical, and field staff.

Specific Accountabilities
Through collateral relationships with the direct reports of the Vice-President, Engineering & Construction Services, and within context provided by the Director Construction Management (i.e., corporate strategies and policies, accountabilities, tasks, budget and programs, compliance and performance targets, expectations for continuous improvement, etc.) provide the following:


1. Supervise and lead teams of Area Superintendents and their teams of Construction General Forepersons, Senior Forepersons and their support staff involved in the delivery of complex projects and be responsible for the integration of Transmission Stations and Lines, Distribution Stations and Lines, Civil, Electrical, and Environmental elements.
2. Provide consulting, construction management and facilitation services through all phases of project life cycles including project construction development, estimating, scheduling, outage staging and commissioning through to project In-Service.
3. Develop project construction strategies, plans and support the development of project management strategies pertaining to assets and systems while identifying opportunities efficiencies.
4. Develop and implement Constructability procedures and strategies related to the efficient & cost effective design of Sub stations and Transmission Lines.
5. Deal with multi-construction labour unions/labour relations issues throughout the lifecycle of a project as Contact Supervisor for disciplinary and grievance labour relations matters.
6. Set targets, develop programs and monitor the continuous improvement of the corporate capital project delivery program.
7. Plan, organize and assign work to direct reports as well as develop, implement and maintain project delivery procedures and standards, including the preparation of tender documents and evaluations.
8. Administer and control contract work within the capital project program.
9. Build service culture within organization, focussing on flexibility, responsiveness, speed, quality and competitiveness.
10. Provide leadership through experience, commitment to established processes, demonstration and prompt response to staff requirements to achieve targets, plans, strategies and quality objectives to deliver service levels.
11. Coordinate departments associated with Major Construction Projects, Protection & Control, Telecom, Commissioning, Outage Planning, and Construction Project Controls, (scheduling, estimating, and Construction cost analysts).
12. Manage and perform the full life cycle of construction work programs and resolve issues of performance, resourcing, outage management, change control, scheduling and control.
13. Manage risks related to the identification, quantification, response development and response control throughout the course of a project by establishing a construction management process for identifying, analyzing, prioritizing, planning, implementing, evaluating and documentation.
14. Provide construction management and facilitation services through all phases of systems project life cycles; including construction needs assessment, support business case development, support approval, cost and scope control, scheduling and transition to operational status.
15. Ensures a safe working environment through training and the application of safe work methods and safety procedures and promote the Internal Responsibility Systems (IRS).
16. Develop and implement annual safety strategies based on policies, procedures and previous year’s statistics.
17. Set objectives, goals, and implement the annual Health Safety & Environment program to all field staff.

Managerial Leadership Accountabilities

Manage the unit and achieve the targeted results through diligent and accurate oversight of the financial aspects of the department. Maintain a team of subordinates who are capable of producing the outputs required:

  • Ensure subordinates are able and willing to produce the desired output, and that subordinate managers continually improve the processes for achieving those outputs
  • Provide staffing recommendations for their function as requirements and objectives evolve, especially in the face of new projects
  • Assess staff capability to do the required work, now and in the future
  • Conduct personal effectiveness reviews of subordinates managers/specialists to build relationships and trust, and to improve effectiveness .advocate the acquisition of appropriate tools and skills to optimize the performance of staff
  • Mentor, counsel and foster the personal development of all subordinates
  • Manage the unit and achieve the approved programs and targeted results through the promotion of teamwork between the various disciplines and LOB’s across Hydro One
  • Generate a customer/client-focussed culture, which consistently meets its promised commitments
  • Optimize all resources and encourage innovative ways to reduce costs and improve efficiencies
  • Maintain and develop a skilled workforce within the department, promoting succession planning


Be accountable for the outputs of others:

  • Set the appropriate context for subordinates (i.e. corporate strategies and policies, accountabilities, tasks, budget and programs, compliance and performance targets, expectations for continuous improvement, etc.)
  • Set an effective framework of policies and procedures for the work of the unit
  • Know and ensure own and subordinates’ compliance with all legal and regulatory requirements, and all corporate policies and procedures, and generally accepted practices relating to the work of the unit
  • Establish a two-way working relationship with subordinates to solicit their views on conditions and potential changes affecting their work, and continuous improvement opportunities

Provide leadership to subordinates, so that they collaborate competently, and with full commitment, with each other in pursuing the goals set:

  • Translate the corporate goals and objectives into a direction which guides the work of the unit and communicate that direction to all staff
  • Define specific tasks for subordinates which are required to achieve desired results and/or to accommodate changes required within the business operations
  • Communicate expectations regarding the collateral relationship among subordinates


Provide a safe and healthy work environment:

  • Provide subordinates with appropriate knowledge, skills, information, work procedures and equipment to facilitate responsible behaviour which will protect their safety and contribute to their health
  • Provide a work environment and facilities where health and safety incidents are minimized
  • Provide a work environment that supports and values diversity, and is free from harassment
  • Know and ensure subordinates comply with all legal and regulatory requirements, corporate policies and procedures, and generally accepted practices relating to their work


Demonstrate stewardship of the assets and resources: .ensure the permeation of sound decision making within the department governed by an appreciation of the corporate context. .consistently demonstrate thoughtful consideration of the broader ramifications of decisions made and actions taken both personally and by subordinates
