Main Responsibilities:

The purpose of the Finance Manager position is to provide guidance, direction and support to school locations, board departments and external stakeholders; and under the direction of the Senior Manager, manage the Finance department in all financial and administrative functions for internal, external and Ministry reporting.

Plays a key role in ensuring proper accounting controls are maintained across Kawartha Pine Ridge District School Board and the Board’s Policies and Procedures are in compliance with Generally Accepted Accounting Principles (GAAP) and Public Sector Accounting Board (PSAB) standards.

Works collaboratively across all school locations and departments throughout the board to provide financial assistance, insight, guidance, and direction.

Plays an integral part of the preparation of the year-end financial statements, liaising with internal and external auditors and completion of the Ministry Electronic Financial Information System (EFIS).

Supports the planning, implementation, and training of Board staff on new system upgrades to financial, payroll and other related systems.

Provides support and assists with the Board’s budget process and the preparation of related financial reports, ministry submissions and budget manuals.

Completes financial and non-financial analysis to assist with Board planning and operational decision-making including enrolment and staffing projections.

Audit, review and verify financial reports and transactions for monthly, quarterly and year end reporting periods to ensure accuracy and compliance with financial standards.

Maintains the general ledger financial reporting structure in alignment with Ministry standards and Uniform Code of Accounts.

Works closely in building and maintaining strong relationships with the internal and external auditors and assist in identifying and implementing new processes and controls to improve efficiency and effectiveness.

Collaborates with a team of cross-functional professionals to provide optimal customer service to internal and external stakeholders.

Develops departmental growth plans that align with organizational strategic priorities, creates an inclusive culture and team environment, and provides team members with timely feedback on performance.

Hire, supervise and evaluate staff.

Qualifications:

Bachelor’s degree in Business Administration, Accounting or a related field.

Chartered Professional Accountant (CPA) designation.

Minimum five (5) years of progressive work experience in a related accounting or finance environment (school board experience is preferred);

Specialized Skills Required:

Knowledge of Public Sector Accounting Board (PSAB) standards and Ministry of Education compliance requirements (considered an asset).

Expert knowledge of accounting concepts for Ontario school boards and comprehensive understanding of educational funding requirements would be considered an asset.

Advanced understanding of, and skills using, financial information systems and other applications (Excel, Word, EFIS).

Demonstrated effective coordination, planning, decision-making and problem-solving skills.

Excellent organization and analytical skills and attention to detail.

Superior written, presentation and verbal skills

A commitment to service excellence.

Contributes solutions to complex situation

Effective coaching, mentoring, conflict resolution and relationship management skills.

Valid driver’s license and use of own vehicle.

Working Conditions:

Office and school environments.

Occasional travel.

Considerable amounts of concentration, attention to detail, visual exertion, keyboarding and dealing with difficult people.

Frequent pressure to meet deadlines, and interruptions.
