Loblaw Technology and Analytics is actively seeking to hire a Senior Manager, Governance & PMO Transformation, who will support (job) 40+ families across 10+ VPs / SVPs. Reporting to Director, Technology Enablement, this role will be instrumental in establishing and implementing a comprehensive Governance Framework for managing annual business cases and strategic capital allocation. The Senior Manager will lead the capital governance process, develop value realization mechanisms through KPIs and metrics, enhance PPM tools, and own the PMO Reboot deliverables. This position demands a highly skilled individual to streamline processes, ensure accurate financial tracking, and drive continuous improvement across the organization.

What You'll Do

  • Establish and implement a comprehensive Governance Framework for managing annual business cases and the strategic allocation of capital on a monthly and quarterly basis.

  • Lead the capital governance process by meeting with cross-functional stakeholders to gather and consolidate all capital requests and facilitating Capital Approval Meetings with C-level and VP executives for the approval of strategic capital allocations.

  • Develop and implement a value realization mechanism by introducing KPIs and metrics to accurately track and report project benefits and strategic capital allocation.

  • Manage and enhance Portfolio and Project Management (PPM) tools by developing a backlog of improvements, ensuring continuous advancement to meet organizational needs.

  • Own the PMO Reboot deliverables by developing and implementing a Project Delivery Framework, Agile Metrics, Jira dashboards, and creating essential project management templates and artifacts.

Who You Are

  • Governance Framework Expert: Demonstrated expertise in establishing governance frameworks from scratch, including processes for governing business cases, strategic capital allocation, and benefits measurement.

  • Proven PMO Leader: Extensive experience in standing up and revamping PMOs, including the creation and implementation of new project management templates and methodologies.

  • Strong financial acumen: Deep understanding of budgets, business case process, getting funding approvals (Capital & Operating Expense) and developing ongoing tracking mechanisms for the same. Proven ability to introduce KPIs to tie project benefits to EBIT.

  • Agile proficient: Advanced user of Jira, familiar with custom JQL to create custom dashboards for various stakeholders depending on their needs. Prior experience in optimizing Agile methodologies and measuring project metrics.

  • Ambiguity Navigator: Adept at operating in high-ambiguity environments, with a strong ability to guide teams through uncertainty and deliver successful outcomes.
