Job Summary

Reporting to the Director, Seniors Services, the Associate Director Clinical and Support Services is responsible for directing and defining the quality, standards, and clinical needs for the Seniors Services Division. Directs and plans for consistent practice through effective implementation and sustainability of consistent systems, processes, and programs to ensure compliance with the Fixing LTC Act and the Regulations under the Act, Public Health, long-term care and multi-sector accountability agreement obligations (LSAA / MSAA), College of Nurses requirements, as well as corporate policies and priorities. Applies strong relationship building and project management skills to provide high quality and effective services to Seniors Services.

Education

  • Post-secondary degree in Science in Nursing (BScN) with additional courses in administration

  • Masters in Health Administration or equivalent

  • Current certificate of registration with the College of Nurses of Ontario as a Registered Nurse

  • Long-Term Care Administrator Certificate

  • Additional courses in Gerontology preferred

Knowledge

  • At least 7 years of progressive experience within a Long-Term Care Home environment in the area of Administration and Nursing Management

  • At least 7 years of supervisory or leadership experience in a similar setting

  • Advanced knowledge of nursing clinical practice

  • Knowledge of electronic documentation software

  • Demonstrated leadership and communication skills, human resource management, and experience in leading teams, and support change management projects

  • Advanced knowledge of the Fixing Long-Term Care Act and Regulations under the Act, Occupational Health and Safety Act, the Accreditation process, the Long-Term Care Services Accountability Agreement (LSAA), Multi-Sector Agency Accountability Agreement (MSAA), Canadian Institute for Health Information (CIHI) obligations and Health Quality Ontario (HQO) obligations

Responsibilities


Provides strategic leadership, consultation, and direction for the operations of Seniors Central Supports. Defines the objectives and standards, process for division, implements new and existing services relating to the broad scope that is provided to the 8 LTC Homes and Community Services. This position also oversees a number of subject matter experts. Directs education, clinical documentation, clinical services, quality program, infection prevention and control, vacancy management, resident application for admission process, attendance support, Accreditation process, centralized scheduling, and new hire and student onboarding. Central Support Services provides key centralized functions to mitigate risk, optimize efficiencies and support consistent compliance to legislative and regulatory requirements. (30%)

  • Plan, develop, distribute, educate, and implement policies and procedures for Seniors Services.

  • Directs clinical documentation program that supports HQO requirements, CIHI requirements, and Clinical Connect requirements which determines the funding levels for all 8 LTC home through the Minimum Data Set - Resident Assessment Instrument (MDS-RAI).

  • Direct, develop, lead, and sustain an effective quality management program that supports engaging front line-staff, consistency across the homes and programs, meets LSAA / MSAA, MLTC and Health Quality of Ontario (HQO) requirements

  • Directs the processes, policies and practices are in place to support regulatory requirements and clinical practice. Ensures all clinical practice follows College of Nurses and College (CNO) of Physicians and Surgeons of Ontario. (CPSO)

  • Collaborates and directs the centralized function of the Medical Directors of each home, meets with them quarterly to evaluate effectiveness of services and plans medical services for all 8 LTC homes

  • Direct, plan, oversee staff professional development to facilitate mandatory training sessions for the 1200+ staff in the Seniors Services Division annually and develop and implement targeted education opportunities to identified areas requiring enhanced capacity.

  • Oversees and directs the development of curriculum that prepares staff and students to work safely and effectively.

  • Directs Central Scheduling and oversees payroll and scheduling for over 1200+ staff

  • Collaborates with stakeholders/partners such as union executives and human resources to ensure all processes are completed under union collective agreements, Employment Standards Act and Corporate policies. Consults in matters of practice implications and interpretation of agreements as implemented in the homes.

  • Oversees and directs the new hire and student onboarding in collaboration with HR and local post-secondary schools

  • Oversees attendance support program and vacancy management and some aspects of hiring procedures such as interview process and reference checks for external candidates and awarding of positions for internal candidates.

Leads, plans and executes key Strategic Initiatives and Operational directions for the complex projects and initiatives for Seniors Services. Directs and establishes operating and clinical policies and procedures ensuring alignment with the College of Nurses, MLTC legislation, Regional Council Strategic Plan. Provides leadership and consultation for nursing and clinical practice to ensure organizational effectiveness. (20%)

  • Directs Seniors Quality Program ensuring the homes are within the provincial targets.

  • Directs and provides leadership for the activities within the strategic initiative through defining the scope of work for a project, setting priorities, assigning tasks or projects, determining methods and procedures to be used, resolving problems, and supporting the development of relevant skills

  • Provides written reports to Regional Council Committee (PHSS) on the key quality activities initiated by completed by Senior Services.

  • Leads and / or supports Projects.

Quality Program Lead in response to all legislative requirements for all homes. Provides direction, consultation and advice for quality improvement components such as program evaluations, auditing systems, risk mitigation and provincial indicators. (10%)

  • Leads and oversees the consistent quality committees across the eight homes in response to changing legislative requirements including the introduction of Health Quality Ontario and mandatory Quality Improvement Plans (QIP’s) per site and Quality Report as a requirement of the Fixing Long-Term Care Act

  • Leads the divisional quality committee to set goals and support consistent roll-out and outcomes across the eight sites (focusing on safety and a focus on continued quality of care improvement).

  • Continuously reviews and enhances Ministry mandated core programs (skin and wound, palliation, incontinence, falls prevention, anti-psychotic med use, responsive behaviours) in response to emerging best practice, resident quality inspection results and audit results.

  • Leads the quality inspection program that includes an annual schedule of Inspection Protocols and audits to ensure compliance to the Fixing LTC Act and preparation for unannounced MLTC multi-week inspections by a team of inspectors.

  • Oversee the accreditation process and ongoing responsibilities to Accreditation Canada (i.e. be versed in changing standards and required organizational practices (ROP’s) and ensure organization compliance with changing requirements.)

  • Oversee the risk management program and compliance monitoring in the Ministry of Long-Term Care Inspection Program

Establishes operating, clinical and administrative policies and practices for the long-term care homes, ensuring alignment with Ministry of Long-Term Care, Public Health, IPAC Canada, Fixing Long-Term Care Act and its regulations requirements, regulatory and professional standards and with the policies established by Regional Council and with the administrative directions set by the Director of Seniors Services (5%)

  • Oversee the development, analysis, consultation, synthesis and evaluation of policies.

  • Initiates and supports research and evaluation activities internal to Seniors Services and with relevant academic institutions, supporting the co-op experiences of students seeking placements and evidence-based practice and contributing to the development of future professionals and potential employees.

Acts as a representative of the Director by ensuring business continuity, risk management, emergency management and communication (including media management as appropriate) in the Director’s absence. (15%)

  • Works in consultation with the Commissioner, Community Services, Public Health, Ontario Health West, Home and Community Care, and the Ministry of LTC as appropriate in the Director’s absence. Takes on a leadership role of the Divisional Leadership Team in the Directors absence.

  • Be available to address Divisional Leadership Team issues arising (critical issues) 24/7 in the Director’s absence. Available to Administrators and LTC Home Leadership Teams for consultation. Develops and maintains partnerships with community agencies, upper tier municipalities, professionals, and community stakeholders through consultation and collaboration to share long-term care expertise and to build a network of specialists within the long-term care sector

Manages people resource planning for the division or operating unit, determining ideal organizational structures, identifying desirable role and skill mix requirements and ensuring ongoing work quality and deliverability of results. (10%)

  • Enables results with the organization’s human capital strategy to foster employee engagement.

  • Directs and provides leadership for the activities and coaching of direct reports, providing work direction, setting priorities, assigning tasks/projects, determining methods and procedures to be used, resolving problems, ensuring results are achieved, and managing staff recruitment, performance, and skill development activities

  • Ensures alignment and coordination of activity and quality of output between teams under their direction

  • Ensures focus is service excellence, communication/transparency, innovation, and data integrity and work flow integration.

  • Ensures staff has the information and resources to make successful plans and decisions.

  • Ensures all people related issues, including recruitment, grievances and labour relations issues, are aligned to HR and Corporate standards and practices.

  • Provide consultation with Human Resources, participate in union / management meetings

  • Make decisions that affect staff outcomes

  • Good knowledge of the Collective Agreement(s)

  • Provide strategic advice in the Collective Bargaining process

  • Helps to break down barriers to employee success, ensuring collaboration and cooperation with other teams within their division and department

  • Ensures Occupational Health & Safety policies, programs and practices are implemented, and maintained. This includes workplace inspections, monitoring, accident reporting and investigations, and ensuring any observed hazards or lapses in the functioning of OH&S processes, and other OH&S concerns are responded to promptly.

  • Ensures all individuals under supervision have been informed of hazards and instructed on the necessary risk control and emergency response measures

Develops, manages, and administers annual and multi-year Capital and Operating budgets for the operating unit ensuring support of Council’s objectives, financial transparency and accountability, monitoring budget adherence, identifying and explaining variances, and financial reporting is effectively managed in compliance with corporate financial policies. Ensure goods and services are acquired in accordance with the procurement policy. Authorize, and administer the acquisition of goods and services for the operating unit and direct reports in accordance with the procurement policy and procedures (10%)

  • Directs and manages the procurement needs for Seniors Contracted Services. Manages the Divisions cross home contracts including all aspects of the procurement process, ongoing management of vendor performance, issues resolution, contract budget management and contract renewal requirements. Working in collaboration with purchasing to create monitor and evaluate agreements ensuring they are responsive to the needs of the homes and residents. Liaise with legal department to ensure risk is mitigated with contracts.

Special Requirements

  • In accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to undergo a Criminal Records Check and submit a Canadian Police Clearance Certificate for the vulnerable sector
