Reporting to the Manager, ERP Business Support, the ERP Business Analyst is responsible for ongoing operational functional development, data integrity, integration, and security of the Enterprise Resource Planning (ERP) system; planning, coordination and execution of issue resolution, including development, testing and troubleshooting; finding efficiencies and improvements in existing client systems. This role also upholds the integrity of all Regional ERP clients (including Niagara Region and its agencies, boards and commissions, and shared services partners) compliance to delegated approval authority under the procurement bylaw through the maintenance of financial system structure, approval thresholds, and user permissions.Education- Post-secondary degree in Information Technology, Computer Science, Business Administration, Finance, or other related field of study
- Formal training in Business Analysis (e.g. CBAP), project management (e.g. PMP), ITIL, process redesign or other similar discipline is preferred
- Minimum of 5 years systems planning, support, conceptual design and feasibility study experience. Experience in a medium to large organization of a complex diverse nature is preferred
- Working knowledge of business process modeling (including data structures), requirements gathering, structured analysis, and design
- Knowledge and understanding of financial principles, policies, procedures/processes and reporting requirements
- Experience in data compilation, reporting, analytics, trend and forecast analysis is preferred
- Demonstrated knowledge in ERP system (e.g.. PeopleSoft) and functional system analysis required; financial ERP is preferred
- Well-developed analytical, diagnostic, and problem-solving skills, with an ability to successfully manage multiple priorities in a fast-paced, time sensitive environment
- Excellent client service with collaborative communication skills to support all stakeholders
- Advanced proficiency in Microsoft Office tools, particularly in Excel
- An equivalent combination of education and experience may be considered
Responsibilities
Provides financial ERP system support activities, which includes, maintaining system updates and data, providing guidance to all users for technical processes with the integration of different applications and providing consultation as a key financial ERP system internal support contact (45% of time)
- Manages and implements ERP security and configuration changes (e.g. role and user preference changes, adding and inactivating users, processing chart of account changes/inactivation/additions, etc.) to ensure the integrity of all Regional ERP clients’ (including Niagara Region and its agencies, boards, and commissions, and shared services partners) compliance to delegated approval authority under various procurement bylaws and policies.
- Leads the daily maintenance and integrity of financial ERP systems (e.g. workflow reassignments, running system processes such as combination edits, security audits, etc.).
- Updates and maintains required system configuration changes within divisional policy and manager direction.
- Acts as the first point of contact for financial ERP system troubleshooting.
- Assesses impacts of legislative and policy changes (such as CRA mileage rates and per diem).
- Makes recommendations on upgrades/improvements of assigned modules within current systems.
- Delivers a high standard of customer service and support to internal and external Regional ERP clients.
Works independently and with Senior ERP Business Analysts to facilitate the identification and development of new or modified business technology solutions. (30% of time)
- Collaborates with Senior ERP Business Analysts to modify, enhance, adapt, or maintain integrity of existing systems, integrating new features or improvements, ensuring systems are dependable, efficient and controlled.
- Investigates business problems, analyzing optimal solutions and creating recommendations.
- Conducts feasibility studies, preparing test scripts, leading UAT, training and obtaining end-user feedback.
- Provides recommendations for solutions which fit within the Region’s ERP framework, evaluating alternatives, detailing functions to be performed, designing work methods and procedures, designing the User Acceptance test plan and assisting with the Quality Assurance testing.
- Assists with system implementation and develops or recommends changes to client area work methods and procedures.
- Translates business reporting requirements related to assigned modules into system queries and data pulls to support staff with decision making
- Acts as a liaison between the business units and technical/development staff.
Provides documentation and procedural support on client projects/initiatives. (20% of time)
- Writes technical procedures and documentation for the ERP application, including operations.
- Prepares documentation to promote ongoing support of the application with an eye to process gaps and opportunities for improvement.
Identifies opportunities to improve/enhance processes and business solutions. (5% of time)
- Identifies when existing practices in business processes are no longer sufficient or productive and offers creative solutions, based on statistical/data analyses and evaluations.
- Investigates options within the current application portfolio for improvement.
Perform other related duties and responsibilities as assigned or required.
Special Requirements- In accordance with the Corporate Criminal Record Check Policy, the position requires the incumbent to undergo a Criminal Records Check and submit a Canadian Police Clearance Certificate.
- Must maintain ability to travel in a timely manner to other offices, work locations or sites as authorized by the Corporation for business reasons.
