HUMAN RESOURCES/PAYROLL ASSOCIATE
Permanent, Full-Time
Reporting to the Comptroller, the Human Resources/Payroll Associate works as an integral member of the Human Resources and Payroll Team. The Human Resources/Payroll Associate is primarily responsible for the full payroll cycle function, including the processing of all payrolls, monitoring and compliance with: regulations, collective agreements, and conditions of employment, administration of pension plans, completing monthly remittances and reports, coordinating updates and troubleshooting payroll related software, assisting with the development of salary and benefit budgets, maintenance of employee records, and responding to HR/Payroll inquiries.
Duties and Responsibilities:
Accurate, timely processing of payroll for permanent salaried staff and occasional staff in accordance with the relevant collective agreements and conditions of employment;
Processing of employment changes, and calculations for retroactive payments and statutory pay;
Preparing remittances for statutory and non-statutory payroll deductions to third parties following strict adherence to deadlines;
Accurate and timely reporting of pension service and earnings to OTPP and OMERS, and resolving issues with the pension reporting systems (TIM / e-access);
Responsible for the year-end reporting cycle: T4’s/T4 Summaries, Public Sector Salary Disclosure, year-end reconciliations for OTPP and OMER’s pension reporting;
Coordinating and implementing payroll system updates, investigating and resolving issues in collaboration with Information Technology staff;
Preparing documentation for internal and external audits and year-end reconciliations;
Preparing reports and analyses required for collective bargaining and grievance resolution;
Providing assistance with the development of salary and benefit budgets;
Recommending process improvements, initiating revisions to existing procedures and processes and maintaining process manual for all payroll services.
Qualifications and Skills :
Successful completion of a post-secondary diploma or degree in a business or accounting program;
Three years of payroll experience utilizing a Payroll/HRIS, preferably in a unionized or public sector environment;
Sound working knowledge of Ontario Labour & Employment Legislation and payroll processes (CRA, Service Canada, ESA, WSIA, EHT, OHRC, OLRA, and information privacy legislation);
Experience with the year-end cycle for payroll and preparation of T4’s and T4 summaries;
Demonstrated ability to perform month-end reconciliations & analyze general ledger account balances;
Proficiency in the use of the Microsoft Office suite of applications, specifically Excel, Word, PowerPoint, OneNote and Outlook, with advanced skills in Excel spreadsheet development and design;
Advanced analytical skills with excellent problem solving and troubleshooting ability;
Exceptional attention to detail resulting in a high degree of accuracy;
Well-developed time management and organizational skills with the ability to prioritize workload to meet regular deadlines;
Excellent interpersonal skills with the ability to work effectively in a team environment;
Effective communication skills, both written and oral, demonstrating tact & diplomacy when dealing with all levels of staff and external organizations;
Demonstrated mindfulness of privacy of personal information and the importance of maintaining discretion with confidential information.
Preferred Qualifications:
Experience in a multi-union environment and understanding of collective agreement administration;
Good research and analytical skills;
Member of the Canadian Payroll Association.
