The Health Services I&IT Cluster provides information management and information technology solutions that support the business requirements of the Ministry of Health and the Ministry of Long-Term Care and its agents. The cluster enables the Ontario government's I&IT Strategy and plays a leadership role in major business transformation initiatives and infrastructure projects.

The Emergency Health I&IT Solutions and Technology Management Branch is responsible for supporting Emergency Health Ambulance Dispatch within the province. We are transforming our solutions and data analysis needs by building and supporting real-time dashboards, reporting solutions, and mobile applications that require automation through tools, so as to enhance, optimize and deliver code and technology services. Additionally, we are deploying integrated infrastructure hardware and network solutions through automation into the various 911 dispatch centres.

What can I expect to do in this role?In this role, you will:

• Plan and conduct technical tasks associated with the implementation and maintenance of various tools such as enterprise Management, monitoring solutions and testing services
• Provide highly specialized technical leadership, and coordinates the use of technology for Data Centre Operations (DCO) centers
• Develop and support monitoring, data and management tools for the Integration framework
• Lead the development and implementation of ITS operations framework in support of hybrid cloud hosting
• Provide technical expertise and recommends solutions for: management and monitoring of servers, network and storage in support of ITS Application Hosting Services and cloud services
• Researches emerging technologies, leads the development of prototypes, proof of concepts or feasibility studies, and provides detailed evaluations and recommendations of appropriate technologies and tools pertinent to current and future branch architecture standards and strategies
• Leads the adoption of new technologies and tools by providing technology orientation sessions, defining migration techniques and developing guidelines/best practices in the areas of design and development.

How do I qualify?Mandatory• This position may require occasional scheduled work outside of normal office hours, including evenings, nights and weekends. Applicants must be available and participate in on-call rotations and/or occasional return to work to meet the demands of 7x24 operations.

• This position may also require travel in cities and rural areas throughout Ontario to carry out duties requiring physical presence, including relocation and installation of infrastructure components.

Technical Knowledge and Skills• In-depth experience of running scripts to simulate the users from internal and external sources
• Expert knowledge of continuous integration, continuous delivery and automation (CI/CD), systems management, technical support, and problem-solving, to maintain service standards, provide advice and recommendations including with CI/CD tools such as Jenkins, GitLab/GitHub CI, CircleCI, or Azure DevOps.
• Highly specialized technical expertise in IT infrastructure management, monitoring including experience with continuous monitoring to monitor system and application performance and alert on downtimes, errors and similar events. Familiarity with monitoring and logging tools such as Prometheus, Grafana, ELK Stack), testing, scripting, automation and software development including application protocol interface
• Expertise in application and infrastructure (expertise in Infrastructure as Code (IAC)tools such as Terraform, AWS CloudFormation, or Azure Resource Manager. Ansible, Jenkins)implementation, to support IT infrastructure management (experience with containerization technologies (Docker) and container orchestration platforms (Kubernetes, Docker, OpenShift).
• Experience with running containerized applications in enterprise environment including experience with writing code to interact with RESTful APIs to replace manual processes such as assigning IP addresses and DNS codes
• Knowledge and experience with data centre management and monitoring tools integration; IP address management and various virtualization techniques and technologies including VMware, LPARs and LDOMs/Zones
• Experience with IT operations automation, DevOps and workflow orchestration tools including automated build pipelines, patching and packaging, process automation and documentation using tools like Ansible, Jenkins, and Chef
• Knowledge of documenting operating procedures and preparing end user documentation that is simple to understand
• Knowledge of data centre technologies including security, deployment models and defense in depth(n-tier) model
• Knowledge of process automation, automation tools and techniques to automate manual tasks using scripting languages such as Python, Bash, or PowerShell.
• Knowledge of Domain & LDAP services including Privileged identity management, Privileged access management & Single Sign On implementation.
• Hands-on experience with major cloud platforms (AWS, Azure, Google Cloud) and their respective services

Analytical, Reasoning, Evaluative and Problem-Solving Skills• You have analytical, reasoning, evaluative and problem-solving skills to review issues, develop methodologies and make recommendations.

Communication Skills• You can explain technical solutions, make presentations, and prepare reports, briefings and other documentation
• You have judgement to make timely and appropriately researched and evaluated recommendations
• You can develop and encourage team work, good morale and high performance within cross-functional team

Leadership and Coordination Skills• You have training experience, both to groups and on a one-on-one basis, to provide technical leadership and mentoring to other staff and team members
• You can assign work, monitor performance, and ensure they are completed on time
• You have the ability to organize and prioritize work on a number of concurrent projects, in a high volume work environment

Project, Change, and Incident Management Knowledge• You have knowledge of project management methodologies including financial management, to lead projects, develop project and resource plans and deliver solutions
• You have knowledge of change and incident management processes to ensure that changes to the infrastructure, delivery mechanisms or the service component are duly authorized; problems are promptly identified through root cause analysis; and, are tracked and resolved to minimize service loss or recurrence
you have the ability to organize and prioritize work on a number of concurrent projects, in a high volume work environment
