The Capital Finance and Delivery Unit in the Ministry of Tourism, Culture and Gaming seeks Senior Capital Advisors to oversee complex capital projects and infrastructure planning for the Ministry's tourism and culture agencies and attractions.

The Capital Finance and Delivery Unit oversees an annual capital funding program that provides its agencies and attractions with funding to support critical capital repair and rehabilitation needs.

What can I expect to do in this role?In this role, you will:

- Advise on complex issues to support government decisions on infrastructure policy, planning, and funding.
- Oversee capital planning and approval processes for agency infrastructure projects.
- Coordinate with external partners to optimize public funds and manage project delivery from concept to completion.
- Ensure effective project management of capital projects, overseeing scope, costs, schedule, and issue resolution.
- Guide junior staff on the team in infrastructure planning, project management, and administration of funding programs.

How do I qualify?Project Management Skills:- You have demonstrated organizational and motivational abilities to lead projects/portfolio assignments, making optimal use of other professional resources and inputs within and outside the government.
- You have project management and leadership skills, as well as knowledge of planning tools and research/program evaluation techniques.

Technical Skills:- You have knowledge of capital investment and infrastructure planning methods, techniques and best practices, asset management, risk management and controllership principles, business and financial analysis and planning, and business case development methods.
- You have knowledge of/ability to gain knowledge of theories, principles and methodologies of the government approval process, capital planning, allocation and policy development processes, and public sector accounting, in a policy planning environment, to develop policy options, methodologies, and recommendations for management consideration.
- You have knowledge of/ability to gain knowledge of issues impacting provincial and ministry strategic directions, policy, legislation and programs, to ensure ministry and government objectives and directions are considered in the development of policy, and to provide information and advice to senior management, other governments, and private sector and non-government organizations.

Analytical and Problem-Solving Skills:- You have analytical and problem-solving skills to develop creative solutions to complex and multi-faceted financial problems, using expert knowledge of capital planning, asset management, public accounting, and economic analysis methodologies.
- You are a strategic thinker and understand the relationship between policy, communications and program development.
- You have knowledge of strategic planning and analyses, problem-solving and issue management skills, to anticipate and evaluate issues, and provide accurate and efficient advice to senior executives.

Communication and Interpersonal Skills:- You have demonstrated written, verbal, and presentation skills to convey complex information effectively.
- You have negotiation skills to address project scope, cost, and compliance issues with partners.
- You have demonstrated relationship management abilities to foster partnerships with internal and external stakeholders.
- You have advisory skills to guide senior management on project status and emerging issues.
- You have effective team-building and interpersonal skills for collaboration and cross-functional leadership.
