Consider this opportunity to utilize your financial policy expertise in projects involving investment decisions for the Ontario's Long Term Care delivery system.

In this role, you will develop, monitor and evaluate complex financial management and funding policies, tools and procedures used by the Financial Policies and Procedures Unit of the Long Term Care Funding and Programs Branch.

About the Branch
The Funding and Programs Branch is comprised of three units - the Programs Unit leads work related to program design, implementation and evaluation as well as building capacity in homes to improve quality; the Financial Policies and Procedures Unit leads work related to creating the sector investment strategy, accountability frameworks and policies; the Special Projects Unit leads work related to program design, implementation, monitoring and evaluation for special priority projects aimed at assisting the sector.

What can I expect to do in this role?You will:
• Conduct the research, development and evaluation of strategic financial, funding and fiscal policies, best practices and performance standards.
• Identify issues, and prepare research analyses to support the design and decision-making on complex policies and related program development.
• Develop system-wide financial policy implementation plans, and communication plans, strategies and tools.
• Develop financial indicators, and establish targets for financial performance monitoring and metrics for policy implementation.
• Provide input in the development of electronic financial application systems.
• Provide financial policy expertise and advice, prepare a variety of correspondence and deliver presentations to senior management.
• Build and maintain business partnerships with key health system stakeholders and lead stakeholder consultations.

How do I qualify?Knowledge and Experience:• You have knowledge of program and financial policy analysis and development theories, techniques and practices.
• You have knowledge of fiscal and financial planning, strategic investment planning and related policy issues.
• You have knowledge of the Ontario's health system, its mandate and the linkage to other health system related organizations.
• You have knowledge of performance management approaches to provide leadership and expertise in the development, evaluation and communication of strategic policies, programs, regulations and/or legislation.

Analytical and Problem-Solving Skills:• You can assess the impacts of change to the health system and fiscal plans, and make sound recommendations.
• You have the ability to gain knowledge of government directions, priorities and legislative process to ensure policies are developed within the context of the government's health care agenda.

Project Management, Negotiation and Facilitation Skills:• You can use your negotiation and facilitation skills to provide leadership in financial policy and project development.
• You can work collaboratively with team members to manage deadlines and competing priorities.
• You can initiate and nurture strong working relationships with colleagues and stakeholders and act as a trusted advisor.

Communication and Presentation Skills:• You can prepare and present complex research analyses, evidence based decision making results, policy reports, speeches, briefing notes and cabinet submissions.
• You can promote policy initiatives through presentations to members of the health sector, the community and ministry management and staff.
• You can create or develop complex documents synthesizing a variety of ideas, views and issues in a simplified and coherent fashion.

Computer Skills:• You can access the Internet as a research tool, and prepare a variety of documents using word-processing, spreadsheet and presentation software.
