Parsons is looking for amazingly talented individual that have a passion for Technology & Innovation. We are hiring a Director of Software Engineering and Design to support our Smart Mobility practice in the US. This role could be 100% remote but individuals are desired to live in EST time zone. Smart Mobility at the core is the convergence of IT and ITS (Intelligent Transportation Systems). We provide solutions centered around technology and data to change how commuters and other travelers experience traffic and how traffic operations are managed, leading to safer and more efficient roads.
The Director of Software Engineering Client Services, working in collaboration with the Directors in the other two regions, will direct the day-to-day activities of the software engineering and design staff within the Intelligent Transportation Systems (ITS) group - East. The Director will guide the team towards the best technical and business outcomes and oversee the software engineering and design staff resources that directly result in the profitability of our solutions. This individual is responsible for working together and coordinating with various Project Managers to staff projects based on team capacity and talent alignment to deliver expected results.
The Director will be responsible for staff mentoring, motivating the team, upskilling talent, and driving efficiencies in work produced to ensure optimal utilization of the resources leading to anticipated margins as well as internal and external client satisfaction. Understanding the team dynamics, skills and capabilities, individual capacity, personalities, and client expectations paired with the ability to collaborate and work as a team across the organization, especially with project leadership, is critical.
In addition to providing direction of the day to day activities of the software engineering and design staff within the ITS group, this position will involve acting in the role of an ITS Project Manager working on projects that may include ITS Design, Systems Integration Oversight, Software Development, and ITS Documentation. In this role, you will provide direction and management for medium to large-sized ITS projects and ensure on-schedule completion within or below budget in accordance with contractual obligations. As an ITS Project Manager, you will be responsible for the scope development, scope management, and commercial performance of the project to meet project goals and objectives. The ITS Project Manager will plan and define program goals and devise methods to accomplish them, develop in-depth knowledge of client objectives as well as contract terms and corporate policies.
This position reports directly to the Vice President of Engineering and Design Client Services and will work across the organization at varying levels to establish critical project teams for client deliverables led by Project Managers.
Responsibilities
- Build the team to ensure project load success; responsible for overseeing recruiting, staffing, and hiring in your department and to support other departments for talent needs
- Mentor and inspire the team to achieve the highest results
- Coordinate with regional leaders and project managers to staff projects and proposals with the appropriate resources based on capacity and skillset
- Manage resources to the utilization targets to ensure top and bottom-line performance
- Be a driver and thought leader for technical needs as part of a resource planning process; ensure resource alignment by engaging technical team members in the requirements discovery phase; asks questions and drives clarity around scope and requirements; works closely with product development and project management teams to ensure we are achieving best outcomes for future work
- Provides labor and level of effort estimates to deliver according to client expectations
- Monitors team performance, provides timely and critical feedback on a regular cadence, establishes plans for improvement when necessary, and provides quarterly performance checkpoints with each direct report (at a minimum)
- Develops, maintains, communicates, and enforces development best practices and guidelines
- Creates a culture through transformational leadership that establishes an empowered and trusted Shared Client Services model and an innovative spirit where ideation is encouraged, and ideas are adopted
- Embeds continuous improvement practices into the team to keep skills current and ensure technical readiness; develops training plans (as required) that targets areas where skill deficiencies have been identified with the team
- Identify opportunities to drive efficiency within the team to maximize value in work product, utilization, and profitability
- Keeps knowledge current on technology trends, technology developments, and best practices
- Provides project management and / or technical input to projects. In this role, the individual plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of the assigned project. Assigns responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths.
- Promotes technical and commercial excellence on projects through the application of Quality Assurance processes. Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule. Establishes periodic meetings to review project status and formulate action items.
- Partners with the leadership team to develop winning proposals.
- Meets with customers and prospects, as project work or business development activities require, to emphasize Parsons’ capabilities, experience, and reputation.
Preferred Education / Experience
- 10+ Years of relevant experience in an engineering or software related discipline
- Bachelor Degree in Computer Science, Engineering, or equivalent
- Professional Engineer Certification (preferred)
- 5+ Years relevant experience in project management, resource management, and providing technical direction
- 5+ Years of relevant experience in proposal preparation and business development
Skills / Competencies
- Good knowledge of transportation agency needs and expectations relevant to ITS software.
- Proven understanding of modern web application architecture and of current ITS protocols and standards, such as NTCIP and TMDD. Knowledge of embedded real-time edge (roadside) computing an asset.
- Demonstrated ability in leading teams that are highly technical and involving multiple software design and / or engineering disciplines.
- Strong experience in resource utilization planning and billability
- Ability to quickly analyze situations and determine teams to delegate responsibility as well as appropriate levels of follow-up and accountability
- Ability to work well with internal and external teams to ensure requirements are fully understood and that implementation plans match expectations
- Ability to inspire and motivate teams to deliver results
- Excellent oral and written communication skills
- Demonstrated experience to adapt to changing priorities
- Ability to manage multiple projects, prioritize, and meet deadlines in a fast-paced environment
- Proven ability to plan and manage complex projects that involve multiple stakeholders
- Ability to communicate technical direction to both technical and non-technical audiences
- Comfortable working with clients and representing their needs to the team and vice versa
- Ability to handle healthy conflict
- Must be a self-starter and able to work in high pressure situations under tight deadlines
- Must be flexible and able to pivot quickly and think of creative solutions to complex problems
- Must be comfortable with ambiguity and risk taking
