QUALIFICATIONS
* Baccalaureate or Masters Degree in Nursing or Bachelor of Science in Nursing
* Current licensure in good standing with the College of Registered Nurses of Manitoba
* Three (3) years relevant experience in the last five (5) years in a Public Health healthcare setting
* Minimum of two (2) years relevant management experience
* Knowledge and experience in Public Health sciences, community development, harm reduction and Population Health approaches
* Current Basic Cardiac Life Support (BCLS) certification
* Knowledge of current issues and trends in Public Health and various legislative acts governing health care and social services
* Province of Manitoba Class 5 Drivers License, and access to a personal vehicle to provide service within the Prairie Mountain Health
* Demonstrated commitment to professional development (PHAC Skills Enhancement for Public Health module certification, Canadian Community Health Nurses certification- CCHN(C), Masters level courses, journal review and/or conference participation) to support evidence based practice
* Demonstrated leadership and managerial ability
* Demonstrated written and oral communication skills
* Demonstrated experience in employee and labour relations
* Demonstrated experience in initiating changes and improvements, including skills in workplace re-engineering within a Continuous Quality Improvement (CQI) environment
* Ability to prioritize in a changing environment
* Sensitivity to the human and political dynamics of health care management
* Strong organizational, decision making and problem solving skills
* Demonstrated ability to develop Policy & Procedures
* Ability to display independent judgment
* Ability to respect and promote a culturally diverse population

POSITION SUMMARY

The Manager Public Health shall be accountable to the Director Public Health and is responsible for the development, coordination, implementation, evaluation and operation of assigned Public Health programs and services within Prairie Mountain Health. The Manager provides leadership to ensure that service delivery occurs in response to identified community needs and that appropriate coordination exists with other regional programs and community organizations. The incumbent will demonstrate the core competencies for Managers who work in Public Health (Manitoba Public Health Managers Network, September 2011): Public Health science and knowledge; assessment and analysis; policy, program planning and evaluation; partnerships, collaboration and advocacy; diversity and inclusiveness; communication; leadership and professional responsibility and accountability.

RESPONSIBILITY:

Overview:

  1. Responsible for the safe administration and operation of assigned Public Health programs and services throughout Prairie Mountain Health.
  2. Monitors appropriate financial, human resources, equipment and environmental issues of assigned Public Health programs and services within Prairie Mountain Health.
  3. Oversees the development of policies and procedures related to assigned Public Health programs and services.
  4. Instrumental in the planning and development of a sustainable program.
  5. Participates in portfolio/facility/regional team structure.
  6. Develops and maintains functional relationships with other departments/programs.
  7. Plans for continued professional development of staff and self.
  8. Promotes positive public relations.
  9. Operationalizes Prairie Mountain Health’s Vision, Mission and Values statements.
  10. Promotes the quality dimensions of access, safety, effectiveness and satisfaction in the provision of Prairie Mountain Health’s services.
