QUALIFICATIONS
* Bachelor of Science in Mental Health or Psychiatric Nursing; or Master or Bachelor of Social Work
* Current licensure or registration in good standing with applicable regulatory body
* Four (4) years related work experience in a clinical mental health setting and/or mental health promotion
* Knowledge and experience in maternal and child health
* Sound understanding of the principles of mental health, population health and health promotion
* Knowledge of mental health promotion and prevention strategies and the design and delivery of related program/activities
* Experience in developing and delivering adult education and staff training
* Demonstrated leadership and program coordination experience
* Demonstrated ability to develop public and professional educational materials
* Required proficiency in computing skills, including Microsoft Office programs (Outlook, Word, Excel, Access and PowerPoint) and internet applications
* Province of Manitoba Class 5 Drivers License, and access to a personal vehicle to provide service within the Prairie Mountain Health
* Demonstrated leadership
* Demonstrated written and oral communication skills

POSITION SUMMARY

The Mental Health Promotion Facilitator (MHPF) is part of the provincial Towards Flourishing team whose purpose is to develop and enhance capacity for mental health promotion throughout the province of Manitoba. The role is intended to support the existing public health and mental health services to identify and respond to the mental health strengths and needs of families in a more proactive and intentional manner. The role is primarily dedicated to supporting the Towards Flourishing Strategy and specifically within the Families First Home Visiting Program. Collaboration with other systems and services is encouraged depending on capacity.

The MHPF collaborates with key stakeholders inside and outside the health sector to contribute to the Towards Flourishing Strategy. The MHPF functions as part of a team, to enhance the capacity of the public health program to embed mental health promotion interventions into their practice.

The MHPF supports the work of the Towards Flourishing Mental Health Promotion Strategy. This role will include the following: (1) working in partnership; (2) building public and professional awareness and capacity for mental health promotion; (3) using a community based approach; and (4) supporting evaluation and research.

The MHPF supports multiple public health teams (Public Health Nurses and Families First Home Visitors), acting as a clinical resource and being available for clinical consultation. They will work to enhance accessibility of mental health services and community resources.

RESPONSIBILITIES:

Overview:

  1. Function as part of the Towards Flourishing team to support the Strategy within and across the health region.
  2. Assess the unique needs of the community, particularly related to supporting mental well-being.
  3. Coordinate and conduct training sessions for public health staff on mental health and specific mental health promotion strategies and interventions to support continuous capacity building to respond to the mental health needs of families.
  4. Participate in an enhanced mental health screening process for parents in the Families First Home Visiting program by providing summary results to the public health staff and facilitating practice-related discussions on enhancing well-being in families.
  5. Support tracking and documentation of Towards Flourishing activities.
  6. Act as a clinical resource to the public health team, available for consultation.
  7. Provide consultation to the inter-professional team.
  8. Support research and evaluation of the Towards Flourishing Strategy.
  9. Support ongoing program development, implementation and evaluation within the community and/or across programs that aim to increase mental health literacy, reduce stigma and discrimination and develop skills and competency to support early intervention.
  10. Assist in the development of evaluation processes of existing services and new initiatives related to prevention and promotion.
  11. Develop and implement public health education campaigns.
  12. Develop evidence-informed mental health promotion material.
  13. Organize and facilitate education and training sessions.
  14. Identify and pursue opportunities to build capacity of the community and community organizations to support the mental health of families.
  15. Engage in ongoing collaboration and communication with the Families First program and other partnering programs.
  16. Facilitate opportunities to integrate mental health promotion, prevention and early intervention, into existing programs and develop resources to support these activities (e.g. Families First, Primary Care providers, Healthy Baby Sites).
  17. Compile and maintain a list of resources, services and programs related to mental health promotion.
  18. Support regional and provincial advisory committees in planning and implementing mental health promotion initiatives.
  19. Maintain efforts to enhance accessibility of mental health services and community resources for families, addressing barriers to access where they exist.
  20. Support effective and efficient navigation of the local mental health system, facilitating referrals to services and advocating as needed.
  21. Establish and maintain partnerships with key resources.
  22. Establish and support cross-program collaboration (Public Health, Women’s Health, Mental Health, Primary Care, Child Health).
  23. Develop collaborations and partnerships across various sectors and environments including government, schools, workplaces, and community agencies (e.g. CFS, Parent-Child coalitions, Family Resource Centres, etc.).
  24. Coordinate and develop linkages between existing health professionals and community groups involved in the provision of supports and services for individuals experiencing mental health issues including perinatal mental health.
  25. Sundry duties as assigned.
