Description
* Baccalaureate degree in Nursing Program
* Eligible for active practicing licensure Registered Nursing with applicable regulatory body in the province of Manitoba
* Direct experience in a community clinical setting in the last five (5) years.
* One (1) year experience overseeing staff in a unionized environment.
* Current Basic Cardiac Life Support (BCLS) Training as delineated in Prairie Mountain Health Policy PPG-00002 CPR Training
* Province of Manitoba Class 5 Drivers Licence, or equivalent from province of residence, and access to a personal vehicle to provide service within Prairie Mountain Health
* Proficiency with Microsoft programs (Outlook, Word, Excel, and PowerPoint), as well as Internet applications and other Information Technology.

POSITION SUMMARY:
The Nursing Resource Coordinator, under the supervision of the Manager Health Services Home Care, functions as part of the multidisciplinary team to deliver a consistent standard of care provided by the direct service staff to all Home Care Clients. This is achieved through the responsible coordination and supervision of nursing, support services, and other resources provided by the Home Care Direct Service Nurses and Home Care Attendants.
The Nursing Resource Coordinator must demonstrate a commitment to the vision, mission, values, and strategic priorities of Prairie Mountain Health. Nursing Resource Coordinators supervise and manage staff in accordance with the appropriate collective agreement. Nursing Resource Coordinators recognize and fulfill their professional responsibilities by practicing in a manner consistent with professional obligations as per their applicable nursing regulatory body: College of Registered Nurses of Manitoba; College of Registered Psychiatric Nurses of Manitoba or ; and the scope to practice as defined by the Regulated Health Professions Act (RHPA), and other Provincial and Federal legislation.
RESPONSIBILITIES:
Overview:
- Supervision
- Authorizes requests for leave, schedule adjustments, and schedules vacations, etc. for staff as per the MNU/MGEU Collective Agreement and operational requirements
- Identifies potentially unsafe client care practices, initiates appropriate intervention, education and follow up with DSS. Involves the Home Care Manager / Human Resources (HR) / Staff Development (SD) as necessary for developmental or disciplinary action as appropriate.
- Monitors and assesses DSS staff performance on an on-going basis against program standards, and identifies areas for growth.
- Provides direction, support and coaching regarding client specific situations and adapting to workplace change
- Ensures that the standards for WPH&S are met (i.e. Working Alone, Post Exposure Protocol (PEP), Safe Visit Plans (SVP), etc.)
- Financial Management
- Approves expenditures for the departments/facilities/programs including but not limited to overtime, travel expense etc.
- Analyzes issues and trends that will impact the budget and fiscal management in the departments/facilities/programs
- Working with the Home Care Manager, approves any over-cost services/supplies and assesses ongoing service or supply requirements for clients to ensure financial responsibility
- In collaboration with the Home Care Manager, manages and monitors the use of agency staff in a fiscally responsible manner
- Monitors supply usage, reports variances and provides recommendations to the Home Care Manager
- Uses appropriate audit practices to verify/ensure accurate mileage, monitor DSS visits, etc
- Reviews, interprets and acts on information provided through various reports such as utilization reports, staffing reports, after hour reports, mileage audits, etc.
- Recruitment and Staff Development
- Plans for recruitment of DSS to meet caseload demands by keeping informed of current service demands and trends in service needs
- Interviews potential new recruits in collaboration with the Home Care Manager/designate and completes hiring process as applicable
- Provide oversight and orientation to new employees and students
- Facilitates the mentoring of new and existing staff and students
- Contributes to the assessment and evaluation of DSS performance in collaboration with the Home Care Manager and in accordance with operational requirements, licensing body & respective collective agreement if applicable
- Supervises DSS and other personnel, directly or indirectly, within the department(s)
- Provides/facilitates opportunities for staff education
- Provides ongoing interpretation of Workplace Safety & Health (WSH) act
- Clinical Resource Management
- Acts as a clinical resource for DSS and other members of the multidisciplinary team
- Provide and support the highest quality of work possible, within existing resources, by maintaining competent and proficient staff
- Uses nursing knowledge in assessing client situations and directing DSS staff to affect the best possible client outcome
- Provides leadership to create an environment that is conducive to effective working relationships
- Maintains effective communication links with members of Community Health Services, collaborative partners and health care staff in other institutions or agencies
- Assists the DSS to access additional resources/programs to support the client to live independently in the community
- Completes caseload reviews as per operational guidelines
- Review/audit documentation and provide direction/education as appropriate
- Participates in Home Care Case Conferences per operational guidelines to facilitate optimal client health outcomes
- Administration
- Ensures the safe and efficient operation of the department(s);
- Ensures that program and operational standards are maintained.
- Produces/completes DSS reports and documents such as caseload reviews, performance appraisals (for HCA), injury/occurrence reports, etc. In collaboration/conjunction with the Home Care Manager.
- Collaborates with Home Care Case Coordinators and other team members to facilitate client service delivery plans.
- Documents and recommends corrective action for clinical occurrences and Workplace Safety & Health (WSH) concerns.
- Prioritizes workload as appropriate.
- Uses a broad range of specialized software functions and programs to accomplish routine tasks.
- Demonstrates the ability to understand, interpret, and apply the MNU/MGEU Collective Agreement.
- Liaises with HR and Union as required.
- Other duties as assigned.
