Position Summary:

Reporting to the Manager, Payroll, the Assistant Manager, Payroll will support the overall operations of the Payroll department. This role will be responsible for assisting and advising employees on a variety of payroll matters, coordinating, calculating and verifying data in the preparation of District payrolls, and use of payroll systems. The Assistant Manager, Payroll is responsible for supervision, training, coaching/mentoring and performance management of the Payroll team in collaboration with the Payroll Supervisor. They will act as a technical resource for all payroll and benefit related matters, and will be organized with a high attention to detail and accuracy, able to meet demanding and multiple deadlines and ensure a high level of confidentiality on payroll and related information.

Responsibilities:

  • Reviews and ensures the accurate, complete, and timely preparation of all payrolls in compliance with government legislation, CRA rules and regulations, and collective agreements.
  • Prepares a variety of payroll related documents for the purpose of documenting activities and issues; meeting compliance requirements and providing audit references.
  • Reconcile, analyze and audit account balances at month-end and year-end for the purpose of maintaining accurate account balances and complying with related policies, practices and/or regulations.
  • Audits discrepancies of payroll information and/or documentation for ensuring accuracy and adherence to procedures prior to processing, working with other members of Payroll or within the District to recommend and correct differences.
  • Assists the Manager, Payroll in the preparation of monthly, quarterly and annual reporting including WCB, T4s, etc.
  • Maintains a wide variety of payroll information, files and records for the purpose of providing up-to-date reference of payroll procedures and documentation.
  • Participates in the recruitment, interview and selection of Payroll department staff.
  • Manages the Payroll Technicians and Supervisor including the performance evaluation of staff, training new employees and optimizing processes for efficiency and establishment of appropriate controls.
  • Consults with Human Resources on the interpretation and application of various collective agreement provisions.
  • Assist in the budgeting and subsequent variance analysis processes for the District including calculation of standard costing templates, providing information and answers to payroll related items in the budgeting process and reporting to Sr. Management on variances between budget and actual results in various central and school related accounts.
  • Participates in committees as required and offers input in all matters concerning payroll services.
  • Assist and advise managers, administrators, and employees within the District of Payroll related data, process and policies.
  • Maintains a working knowledge of established computer systems, operational procedures and practices when it comes to best practices in payroll services.
  • Lead the implementation of the payroll module of a new ERP system, providing coaching and training to other staff and act as a liaison with Finance and IT on the ERP system implementation, maintenance and improvements.
  • Perform other duties as required.

Qualifications:

  • Completion and current holder of the Payroll Compliance Practitioner (PCP) program with the National Payroll institute and/or working towards completion of Payroll Leadership Professional (PLP) program.
  • Extensive knowledge of payroll practices and procedures in a large scale, union environment, integrated complex payroll system with a minimum of 4 years related work experience or an equivalent combination of training and/or experience.
  • Two years in a payroll supervisory or management position in a unionized environment.
  • Thorough knowledge of computer operation and software applications related to work performed.
  • Demonstrated ability to work with constant interruptions and the necessity to meet deadlines.
  • Ability to demonstrate strong judgement and decision making when dealing with sensitive and confidential information.
  • Ability to interpret, analyze and use judgement in the application and modification of methods and procedures.
  • Extensive working knowledge of maintaining compliance with internal and external stakeholders.
  • Strong verbal and written communication skills.
  • Demonstrated ability to work independently and with the degree of initiative appropriate to the position.
