The Position

Reporting to the Human Resources Director, the Manager, Human Resources is a strategic generalist role that is responsible for providing advice and assistance to managers and administrators related to the interpretation and administration of the collective agreements and other HR processes. The Manager, Human Resources, plays a key role in overseeing and managing HR and labour relations functions across the district to ensure alignment with our core values and strategic goals.

Responsibilities include managing the grievance process, maintaining regular communication with union representatives, investigations, job evaluations, attendance support and reporting, and assisting with collective bargaining:

Responsibilities

Manage the grievance and resolution process, establish and maintain effective relationships with union representatives, provide advice and assistance to managers and administrators related to interpretation & administration of collective agreements, and provide support to collective bargaining.

Lead and conduct investigations from discovery through to report and recommendations.

Provide advice to administrators and managers with regards to collective agreement interpretation, performance, staffing, expectations and disciplinary matters.

Provide advice and guidance to HR Officers, administrators and managers with regards to staffing and recruitment strategies.

Support the job evaluation process including receiving and processing job evaluation requests, writing job descriptions, and following related processes and guidelines.

Participate in and lead assigned district and joint committees.

Deliver various training and development modules to support employees and managers with skills enhancement.

Qualifications

The ideal candidate will have a proven track record for superior organizational, management, leadership, communication, and problem-solving skills that promote effective working relationships. To be successful the incumbent will have demonstrated ability to work and communicate effectively in a team environment and the ability to take initiative and balance several tasks while leading and completing a variety of diverse projects in a timely manner.

A thorough understanding, through demonstrated practice, of HR standards & best practices, collective agreement interpretation, grievance management, investigations, human rights, and other employment legislation is required, supported by the following:

Degree in Human Resources Management or related field; and

7 years of progressive experience in human resources and labour relations including work in a complex unionized environment: or

An equivalent combination of education and experience; plus

Chartered Professional in Human Resources (CPHR) designation

Completion of investigation training supplemented by demonstrated practice and experience

Excellent proficiency with Microsoft Office

Criminal record check clearance

Valid BC driver’s license and reliable transportation
